- West Virginia is one of the few states that REQUIRES a vehicle bill of sale to be notarized: the official DMV form (DMV-7-TR) is titled 'Bill of Sale for a Motor Vehicle, Trailer, or Boat (Notary is Required)' and the seller and buyer must complete, sign, and have it notarized before a notary public.
- A notarized bill of sale is specifically required when a used vehicle is purchased from an individual for less than 50% of the current NADA Clean Loan Book value; otherwise the use tax is assessed on full book value. The DMV-7-TR or any properly notarized bill of sale (identifying buyer, seller, price, date, and vehicle year/make/VIN) is accepted. A bill of sale is not required for every private sale — only this under-50% scenario triggers the mandate.
