6. Condition and Warranties

Under the 2021 NHTSA rule, the disclosure requirement applies to vehicles for 20 model years (the rolling 20-year window means model years 2010 and older are exempt). Washington follows this: DOL requires odometer disclosure for vehicles model year 2011 or newer, and vehicles 2010 or older qualify for an odometer exemption. The odometer reading is captured on the Vehicle Title Application, not on the TD-420-065 bill of sale.
