Washington requires a bill of sale to title or register a vehicle. Notarization is not required for a Washington vehicle bill of sale. Washington publishes an official form (Vehicle/Vessel Bill of Sale (Form TD-420-065)).
- Washington's official form is the Vehicle/Vessel Bill of Sale, Form TD-420-065 (revision R/4/24), published by the Department of Licensing (DOL); it cites RCW 46.12.650 and WAC 308-56A-024.
- The bill of sale (Form TD-420-065) is NOT notarized -- the PDF has only buyer and seller signature lines (four total, marked 'print this form and sign here') and no notary acknowledgment block. The notarization buyers encounter applies to the separate Vehicle Title Application, which must be signed in front of a licensing agent or notary, not to the bill of sale.
- The buyer must take the Certificate of Title plus the bill of sale to any vehicle licensing office and apply for a new title within 15 days of acquiring the vehicle/vessel; late transfer fees start at $50 and rise to a maximum of $125.
- The same form covers both vehicles and vessels (boats) -- it includes a Vehicle/Vessel selector and a combined VIN / Hull Identification Number (HIN) field. The seller must also submit a Report of Sale within 5 days to release liability.
- The DOL bill of sale form does NOT include an odometer disclosure section; odometer disclosure is handled on the Vehicle Title Application, and Washington requires it only for vehicles model year 2011 or newer (2010 and older are exempt).
