Iowa Bill of Sale Requirements
Iowa requires a bill of sale to title or register a vehicle. Notarization is not required for a Iowa vehicle bill of sale.
- Since January 1, 2022, a bill of sale (or purchase agreement) is required to title a purchased vehicle in Iowa; it must describe the vehicle and be signed by the seller. On newer titles the 'Transfer/Sale Date' section can serve in its place.
- Notarization is NOT required by the state for a vehicle bill of sale or for assigning the Iowa title; the title is transferred by the seller signing the assignment on the reverse side. (A few county treasurers may request notarization, e.g., if documents contain errors/alterations, but it is not a statewide requirement.)
- Iowa DOT does not publish a single standalone statewide 'bill of sale' form. The commonly used template is issued by the Iowa State County Treasurer's Association and distributed via county treasurers; it includes an optional notary block but does not require notarization.
- Companion title-transfer documents include the Application for Certificate of Title and/or Registration (Form 411007), an Odometer Disclosure (on the title or Form 411077), and a Damage Disclosure Statement (Form 411108) for vehicles 8 model years or newer.
- The seller can document the sale and limit liability by filing the Notice of Sale of Vehicle and Delivery of Title (Form 411107) with the county treasurer.
Federal law (49 CFR Part 580) requires the seller to provide a written odometer disclosure on transfer for most vehicles; the 2021 FMCSA rule extended the disclosure period so vehicles of model year 2011 and newer require disclosure for 20 years (through ~model year 2030), while pre-2011 models follow the prior 10-year window and older/exempt vehicles need no disclosure. Iowa implements this on the back of the Certificate of Title (Assignment of Title) or via Odometer Disclosure Statement Form 411077; Iowa exempts vehicles model year 2010 or older, vehicles over 16,000 lbs GVWR, non-motorized/trailer-type vehicles, low-speed vehicles, and mopeds/scooters.
