Kentucky Bill of Sale Requirements
Kentucky does not strictly require a separate bill of sale to title a vehicle, but one is strongly recommended as proof of the sale. Notarization is recommended but not required for a Kentucky vehicle bill of sale. Kentucky publishes an official form (TC 96-159 (Affidavit of Motor Vehicle Sale)).
- Kentucky does NOT publish a generic 'bill of sale' form; the closest official document is TC 96-159 (Affidavit of Motor Vehicle Sale), a notarized affidavit used as proof of sale/purchase price and, per its own text, to satisfy liens under KRS 376.270/376.275/376.280/281.928, attached to the title application.
- A standalone bill of sale is not strictly required for a Kentucky-to-Kentucky title transfer; the seller signs over the back of the title in the presence of a notary and that title-assignment signature must be notarized. A bill of sale is most useful when transferring an out-of-state vehicle or when no Kentucky title is available.
- The bill of sale itself does NOT need to be notarized. Notarization in Kentucky applies to the title-assignment signature and to the seller's total-consideration (price) affidavit on the TC 96-182 application, which is used to assess the 6% usage tax on the actual sale price.
