Scotland's Low Emission Zones: Rules, Penalty Charges and the Four Cities

Scotland's four Low Emission Zones, in the city centres of Aberdeen, Dundee, Edinburgh and Glasgow, run under their own Scottish legislation, separate from London's ULEZ and England's Clean Air Zones, and driving a non-compliant vehicle into one brings a penalty charge that doubles with each repeat breach within 90 days, up to a cap.
Legal basis: a separate Scottish scheme
Scotland's LEZs are made by local councils under section 9 of the Transport (Scotland) Act 2019 (2019 asp 17) (legislation.gov.uk: Transport (Scotland) Act 2019, s.9); section 6 makes it a contravention to drive a non-compliant vehicle in a zone and lets Scottish Ministers set the emission standards, exemptions and penalty amounts by regulations (legislation.gov.uk: Transport (Scotland) Act 2019, s.6). The detail, including the vehicle emission standards and the penalty structure, sits in The Low Emission Zones (Emission Standards, Exemptions and Enforcement) (Scotland) Regulations 2021 (legislation.gov.uk: SSI 2021/177). This is a genuinely different legal basis from London's ULEZ (made under the Greater London Authority Act 1999) and England's regional Clean Air Zones (made under the Transport Act 2000); see ULEZ and Clean Air Zones for those schemes.
The four zones and how they are enforced
Scotland's LEZs cover the city centres of Aberdeen, Dundee, Edinburgh and Glasgow (mygov.scot: Low Emission Zones). Each zone is enforced 24 hours a day, 7 days a week, including public holidays, entirely by ANPR camera. There is no physical barrier or gate, and mygov.scot states plainly that you cannot prepay to avoid a penalty; the only way to avoid one is to drive a compliant vehicle, or not drive into the zone.

The penalty charge structure: a capped doubling
A non-compliant vehicle detected in a Scottish LEZ receives a penalty charge set by regulation 4 and Schedule 4 of SSI 2021/177 (legislation.gov.uk: SSI 2021/177 reg 4). For a repeat breach in the same vehicle and the same zone, the amount payable is the £60 initial charge plus a surcharge, which doubles the total each time up to a cap:
| Breach | Amount payable: cars, light goods vehicles, motorcycles, ambulances, hearses and motor caravans | Amount payable: minibuses, buses, coaches and HGVs |
|---|---|---|
| 1st breach | £60 | £60 |
| 2nd breach | £120 | £120 |
| 3rd breach | £240 | £240 |
| 4th breach | £480 | £480 |
| 5th and later breaches | £480 | £960 |
Each figure is the £60 initial charge plus the surcharge in Schedule 4 (legislation.gov.uk: SSI 2021/177 Sch 4). It is halved if paid within 14 days of the notice, rises by 50% if a charge certificate is issued (legislation.gov.uk: SSI 2021/177 reg 4), and a breach 90 days or more after your last one counts as a first breach again (mygov.scot: LEZ fines).
The charge starts at £60 and doubles to £120, £240 and £480 for repeat breaches within 90 days. Cars, light goods vehicles, motorcycles, ambulances, hearses and motor caravans are capped at £480; from the fifth breach, minibuses, buses, coaches and heavy goods vehicles pay £960 (legislation.gov.uk: SSI 2021/177).
Enforcement start dates vary by city
Each of the four LEZs was established as its own local scheme by its own council, and each council's enforcement start date is set separately rather than by one national commencement date. Enforcement began in Glasgow on 1 June 2023 for most vehicles (1 June 2024 for residents within the zone; the zone already applied to buses), in Dundee on 30 May 2024, and in Edinburgh and Aberdeen on 1 June 2024 (Transport Scotland: LEZs introduced across Scotland). The City of Edinburgh Council confirms it started issuing penalty charge notices from 1 June 2024 (City of Edinburgh Council: LEZ), and Dundee City Council confirms enforcement started on 30 May 2024 (Dundee City Council: LEZ).

How this compares to ULEZ and England's Clean Air Zones
Scotland's LEZs are their own system in every respect that matters to a driver: a different Act, a different regulator, and a different penalty structure from London's flat £180/£90 ULEZ PCN and the per-council figures used in England's regional Clean Air Zones. A first Scottish penalty is £60, lower than a ULEZ PCN, but it doubles on repeat breaches within 90 days, to a cap of £480 or £960. See ULEZ and Clean Air Zones for how those English and London schemes work.

Frequently Asked Questions
What are Scotland's four low emission zones?
Scotland runs Low Emission Zones in the city centres of Aberdeen, Dundee, Edinburgh and Glasgow, each established under the Transport (Scotland) Act 2019 and enforced 24 hours a day by ANPR camera.
How much is the penalty for driving a non-compliant vehicle in a Scottish LEZ?
£60, halved to £30 if paid within 14 days. Each repeat breach in the same vehicle and zone within 90 days doubles it: £120, £240, then £480, the cap for cars, vans and motorcycles. Minibuses, buses, coaches and HGVs pay £960 from the fifth breach. After 90 days without a breach the charge resets to £60.
Can I pay a Scottish LEZ charge in advance to avoid a penalty?
No. Unlike London's ULEZ or England's regional Clean Air Zones, there is no daily charge to pay in advance. Scotland's LEZs simply issue a penalty charge to any non-compliant vehicle detected by camera, and you cannot prepay to avoid it.
Is Scotland's LEZ the same as London's ULEZ?
No. They run under entirely different laws: Scotland's LEZs are made under the Transport (Scotland) Act 2019, while London's ULEZ is made under the Greater London Authority Act 1999. The charging model and penalty structure are also different.
When do Scotland's LEZs start being enforced each day?
Each zone is enforced continuously, 24 hours a day, every day of the year including public holidays. Enforcement began on 1 June 2023 in Glasgow for most vehicles (1 June 2024 for zone residents), 30 May 2024 in Dundee, and 1 June 2024 in Edinburgh and Aberdeen.
