Rwanda E-Scooter Laws: New 2026 Code, No Rules Published Yet

Are e-scooters legal in Rwanda?

Rwanda is a genuinely unusual case in this guide because its legal framework changed while this research was current. On 6 March 2026, Rwanda's parliament replaced its entire road traffic code, superseding a law that had been in force since 1987, with Law No. 014/2026 governing road traffic, published in the Official Gazette on 10 March 2026.

The new law does not ban e-scooters, and its definition of what counts as a vehicle is deliberately broad. Article 2(a) defines "vehicle" as "any object used for transporting people or goods on the road or any device powered to move on the road." That phrase, "any device powered to move on the road," covers an e-scooter about as unambiguously as legislative drafting gets, and it is broader than the older, more mechanically-worded "vehicle" definitions used in Kenya, Tanzania and Uganda's traffic laws.

But a broad definition is only half of what makes a law usable, and here is the catch specific to Rwanda: the new law is a high-level framework, not an operational rulebook. Article 25(1) says a driver of a motor vehicle must hold a licence authorising that vehicle, but the law does not itself define "motor vehicle" separately from "vehicle," and it leaves licence categories, vehicle classification and helmet rules to future Ministerial Orders under Article 25(3). Those Orders were not found published as of this session. So the honest answer is: e-scooters are not prohibited under the new law, but the specific rules that would actually govern how one is licensed, registered or ridden safely do not appear to exist in public form yet.

What counts as an e-scooter here

There is no scooter-specific definition. A full-text search of the new law, which runs to 2,774 lines in its trilingual Kinyarwanda, English and French text, for "scooter," "helmet," "bicycle" and "motorcycle" as defined terms returned zero matches. The only relevant text is the general "vehicle" definition quoted above, and the law's own scope note in Article 3, which applies the law to road traffic generally while excluding railways, cableways and other special routes.

Rider rules

The new law establishes the principle that a driver of a motor vehicle needs a licence authorising that vehicle class, but it does not itself set out what licence class an e-scooter would need, whether a helmet is required, or what age a rider must be. Those details are left to Ministerial Orders that have not been located in published form. In practice, this means there is currently no findable, specific rider rulebook for e-scooters to comply with, or for anyone to enforce.

Penalties

No e-scooter-specific penalty provision was found in the new law, and none would be expected given that the operational Ministerial Orders are not yet published. General traffic-offence penalties may exist elsewhere in the law's later articles, but nothing scooter-specific was located this session.

Enforcement in practice

Rwanda just replaced its entire road traffic law, and the new law defers almost all operational detail, including vehicle classes, licence categories and helmet rules, to Ministerial Orders that were not found published as of this session. There is currently no specific rulebook for police to enforce against e-scooters, which is a meaningfully different situation from a country where rules exist but simply are not applied. Here, the operative rules do not yet appear to exist in public form at all.

As with every country in this guide, none of this should be read as a statement that e-scooter use is free of legal risk. It reflects the absence of a specific rulebook this session, not a settled legal conclusion that anything and everything is permitted.

Legal history and what may change

Because Law No. 014/2026 is only months old, this is a live and moving area of Rwandan law. Whether a Ministerial Order addressing e-scooters or other light electric devices will be issued under the new law, or whether one was already issued under the superseded 1987 or 2015 traffic laws and simply carries forward, is unconfirmed as of this session. Guraride's current operational status in Kigali, and whether it is licensed by RURA or Kigali City specifically, is also unconfirmed.
