Cameroon E-Scooter Laws: The CEMAC Code Already Covers It (2026)

Are e-scooters legal in Cameroon?

Cameroon has not passed a law naming electric scooters, and its own 1979 traffic decree only gets you partway to an answer. That decree, issued as Décret n° 79/341 of 3 September 1979, defines vehicle categories, cyclomoteur up to 50cm3 and motocycle above it, by engine displacement in cubic centimeters, a unit that describes a combustion engine and has no equivalent for an electric motor. Read on its own, that decree leaves an electric scooter without a clean category.

But Cameroon's own domestic decree is not the only law in play, and it is not the one that settles this question. Cameroon is a founding member of CEMAC (the Central African economic and monetary community), and CEMAC's own Code Communautaire de la Route, Règlement n° 04/01-UEAC-089-CM-06 du 3 août 2001, binds every member state, Cameroon included, confirmed by Cameroon's own registration-plate designation appearing directly in the code's text ("véhicules immatriculés en République du Cameroun CAM"). The community code's own final article shows how completely it supersedes earlier national rules on the same subject:

"Dès son adoption par le Conseil des Ministres, le présent Code abroge et remplace le Code de la Route de l'UDEAC... et abroge toutes dispositions antérieures. Il entre en vigueur et s'applique dans tous les États Membres de la C.E.M.A.C."

That repeals all earlier provisions, not merely conflicting ones. And CEMAC's own definitions article gives a much broader catch-all than Cameroon's 1979 decree ever did:

"58) le terme « véhicule à moteur » désigne à l'exception des véhicules qui se déplacent sur les rails, tout véhicule pourvu d'un moteur de propulsion et circulant sur route par ses moyens propres."

Any vehicle with a propulsion motor, moving under its own power on the road, excluding only rail vehicles. No cylindrée figure, no fuel-type restriction. CEMAC's definitions list, all 62 items, has no standalone "cyclomoteur" entry at all, so there is no lenient sub-50cc category for an electric scooter to fall into even by analogy. It lands in "véhicule à moteur" by elimination, the broadest term in the code.

Here is the counter-intuitive part. Cameroon's own outdated decree looks like a vacuum for an electric device, since cubic centimeters cannot describe an electric motor. But the regional code that actually controls this subject matter does not share that gap. Riding a private e-scooter is not prohibited outright, but under CEMAC's own text, which supersedes Cameroon's domestic decree on this point, an electric scooter falls into the same broad motor-vehicle category a car or a motorcycle does, not into a gap the law never reached.

What counts as an e-scooter here

Cameroon's 1979 road traffic decree defines a cyclomoteur as a two or three wheeled vehicle with an engine no larger than 50cm3 and a maximum speed of 50 km/h, and a motocycle as a two-wheeled vehicle with an engine above 50cm3. Both were written for combustion engines and give an electric scooter nothing to match against.

CEMAC's Code Communautaire de la Route, which binds Cameroon and, per its own Article 176, repeals all earlier provisions on the subject matter it covers, does not share that gap. Its numbered definitions list, all 62 items, contains no standalone "cyclomoteur" entry; the word appears only inside bike-lane definitions ("piste cyclable"), never as its own vehicle category. "Motocycle" (item 38) requires a cylindrée over 50cm3. With no cyclomoteur category to fall into and no cylindrée-based floor on the catch-all itself, item 58's "véhicule à moteur" is where an electric device lands: any vehicle with a propulsion motor moving under its own power on the road, excluding only rail vehicles, no cylindrée figure, no fuel-type restriction.

No mention of "trottinette," "EDPM," or "engin de déplacement personnel," the terms used elsewhere in the region for personal mobility devices, was found in either Cameroon's own decree or the CEMAC code. That is a naming gap, not a classification gap; the broad catch-all term does the classifying either way.

Where you can ride

Because an e-scooter is classed as a "véhicule à moteur" under the regional code that binds Cameroon, it would in principle follow ordinary motor-vehicle road-use rules rather than sidewalk or bike-lane allowances written for muscle-powered devices. No source describes a designated e-scooter lane, a sidewalk allowance, or any e-scooter-specific road-use rule in Douala, Yaounde, or anywhere else in Cameroon, so how that classification plays out in practice on the ground is unconfirmed.

Rider rules

No age minimum, helmet requirement, licensing rule, or insurance mandate specific to e-scooters was found in either Cameroon's own decree or the CEMAC code. That is different from the classification question: the broad "véhicule à moteur" category applies, but neither instrument was found to spell out which of a motor vehicle's usual obligations, licensing, insurance, registration, attach to a device this small in practice. That is an unresolved gap in how the classification is applied, not a sign that no classification exists.

Penalties

No e-scooter-specific penalty schedule was found, and Cameroon's Ministry of Transport publishes no e-scooter guidance on its official site. Whether a motor-vehicle-style penalty, for riding without registration or a licence, for example, has ever been applied to an e-scooter specifically was not found in this research either way.

Enforcement in practice

Retailers and classified-ad platforms sell electric scooters, including standing models like the Segway Ninebot E3 Pro and Razor E100, openly in Douala and Yaounde, with no legal notice attached to the listings. No source found this session describes any enforcement action, whether a fine, a seizure, or even a warning, against an e-scooter rider in Cameroon.

That gap in the enforcement record is easy to mistake for a legal vacuum. It is not one, at least not at the classification level: the CEMAC code that binds Cameroon already defines a motor-vehicle category broad enough to capture an electric scooter. What remains genuinely unresolved is whether Cameroonian authorities, or their CEMAC counterparts, have ever applied that classification to a device this small in practice, which this research did not find evidence of either way.

This summary of its cm3-only definitions still rests on a secondary legal-reference site, Camerlex, not a direct read of the Journal Officiel. That gap does not change the classification answer, because CEMAC's Code Communautaire de la Route, Règlement n° 04/01-UEAC-089-CM-06 du 3 août 2001, was read directly as page images this session, confirmed to bind Cameroon by name, and its Article 176 repeals all earlier provisions on the subject matter it covers regardless of what the 1979 decree's own text turns out to say.
