The Lagos State Road Traffic Law 2012 (No. 4 of 2012) was read in full, all 51 sections and all four Schedules, and contains no mention of scooter, e-scooter, electric, or any comparable micromobility category. That does not mean e-scooters are affirmatively legal with no obligations at all. Absence of a rule is not permission. Section 41's general definitions of "motor vehicle" (a mechanically propelled vehicle intended or adapted for use on roads) and "vehicle" (a broad catch-all including carts, motorcycles, tricycles, and other machines for carrying goods or persons) are wide enough that a general duty to use roads safely could still apply to any vehicle, including an e-scooter, but this research did not find or verify a specific provision applying these general definitions to e-scooters, so this remains an open question rather than a confirmed rule.

What counts as an e-scooter here

No such category exists in the law reviewed. The 2012 Law defines "motorcycle" (a motor vehicle designed to travel on not more than two wheels, including a motorcycle and side car combination) and separately covers tricycles in the Schedules, but nothing resembling an electric kick scooter or light-electric-vehicle class.

Where you can ride

The law's most heavily enforced route restriction, Schedule II's list of prohibited roads (major expressways and bridges including the Lagos-Ibadan Expressway, the Apapa-Oshodi Expressway, and the Third Mainland Bridge), applies to riders, drivers, or propellers of a cart, wheel barrow, motorcycle, or tricycle, under section 3. E-scooters are not named in section 3 or Schedule II. Describing an e-scooter as banned from those roads under this law would be a factual error; the ban is scoped to okada (commercial motorcycle-taxi) and keke (tricycle) operations.

Rider rules
