Any vehicle with a motor, moving under its own power, normally used to carry people or goods. That describes an e-scooter directly, and Article 44 of the decree confirms cyclomoteurs sit inside that broader category rather than beside it, referring to "tout propriétaire d'un véhicule automobile, y compris les cyclomoteurs."

Here is the counter-intuitive part. Riders who see no e-scooter-specific rule tend to assume that means freedom to ride with no obligations. In Senegal, read literally, it means the opposite. The device falls by default into the broadest vehicle category in the code, and that category's Category A1 driving-permit chapter, covering vélomoteurs, cyclomoteurs, and any other motor vehicle up to 125cc, has no exemption for a low-power vehicle. A branded dockless rental service, Reby Mobility, is live and advertising in Dakar, with stations in Mermoz, Ouakam, Almadies and Ngor, priced from 2,000 FCFA per 30 minutes and requiring an ID or passport to register in the app. Reviewing the operator's own site directly, its content covers pricing, station locations, and hiring, with no mention anywhere of a driving permit, a helmet requirement, a minimum age, a speed limit, or designated riding zones. That does not mean the underlying legal obligations do not exist; it means the operator's marketing does not surface them. Whether Reby Mobility itself, or its individual riders, hold a Category A1 permit or any other authorization was not found in this research.

What counts as an e-scooter here

Senegal's road code has three displacement-based categories, all read directly from Décret n° 2004-13's definitions article:

• Cyclomoteur: two-wheeled vehicle with a motor up to 50cm3
• Vélomoteur: two-wheeled vehicle with a motor over 50cm3 and up to 125cm3
• Motocycle: two-wheeled vehicle with a motor over 125cm3

None of the three specifies a fuel type, but cylindrée is a measurement an electric motor does not have, so an e-scooter cannot straightforwardly self-certify into any single band. Where it lands instead is the decree's general term, "véhicule automobile": any vehicle with a motor that moves under its own power and is normally used to carry people or goods, with no cylindrée figure and no fuel-type restriction. Article 44 treats cyclomoteurs as part of that same broader category, not as a separate, lighter-touch class. Article 44's registration trigger specifically names cyclomoteurs "dont la cylindrée est comprise entre 40 et 50 cm3," which implies cyclomoteurs under 40cm3 may sit outside that particular registration requirement.
