Are e-scooters legal in Côte d'Ivoire?

There is no dedicated e-scooter or e-mobility law in Côte d'Ivoire. The country's current road code instrument is Décret n° 2016-864 du 03 novembre 2016 relatif au code de la route, confirmed on the official transport agency's site, DGTTC (Direction Générale des Transports Terrestres et de la Circulation). No personal-mobility-device carve-out, and no ban, was found in the material reviewed.

What makes Côte d'Ivoire's gap unusually well documented is that the government says so itself. The Ministry of Transport's own announcement states that a draft decree to govern the import, operation, and end-of-life of electric vehicles was presented on 20 March 2024, calling it "a first step toward green mobility in Côte d'Ivoire," coordinated by ARTI, the ministry's regulatory authority. That is a direct admission that no electric-mobility law is currently in force, not an assumption drawn from an absence of search results.

Private e-scooters

No source reviewed prohibits riding a private e-scooter in Côte d'Ivoire. But the decree's own article text on vehicle categories, such as "cyclomoteur" or "véhicule à moteur," was not independently opened this session (only the DGTTC index page was reached), so no confirmed answer exists on whether an e-scooter would be classed under an existing category if the question were tested. Riding one is not banned; it is simply not addressed.

Rental and shared e-scooters

Eccomob, an Abidjan-based electric-mobility startup, is often referenced online in connection with e-scooters in Abidjan. Reviewing the company's own site directly, its actual product line is electric motorcycles for individuals and delivery workers, plus cargo and passenger tricycles, marketed under "vente et location de 2 et 3 roues" (sale and rental of 2 and 3-wheelers), with battery-swapping as its distinguishing feature. There is no mention of stand-up kick e-scooters anywhere on the site. Eccomob should not be cited as an e-scooter rental or share scheme; it is a different device category.

No confirmed dockless stand-up e-scooter rental or share scheme was found operating in Abidjan or elsewhere in Côte d'Ivoire in this research. What is confirmed is ordinary retail sale: Abidjan classifieds listings show multiple stand-up electric scooters for sale, with no permit, licence, or restriction mentioned in any listing reviewed.

What counts as an e-scooter here

No confirmed statutory definition of an e-scooter, "trottinette électrique," or "engin de déplacement personnel" exists in Côte d'Ivoire's current road code, based on the sources reached this session. The decree's own vehicle-category definitions were not opened directly (only an index page describing the decree was reached), so whether an e-scooter would fit inside an existing category such as "cyclomoteur" remains an open question rather than a settled answer either way.

Enforcement in practice

Enforcement patterns do not change the legal status of a rule and are not permission to break it, but here there is no e-scooter-specific rule for enforcement to attach to in the first place.
