Ontario Vital Records: Birth, Death, and Marriage Certificates

Ontario's Vital Statistics Act lets anyone order a basic death certificate with no restrictions, while birth, marriage, and long-form certified-copy documents are limited to the person concerned, close family, or someone the Registrar General authorizes.

Scope: This article covers Ontario's provincial vital records regime under the Vital Statistics Act, R.S.O. 1990, c. V.4, administered by ServiceOntario's Office of the Registrar General. It does not cover Quebec's separate civil-status system; see Quebec vital records.

Who Issues Ontario's Vital Records, and Under What Law

ServiceOntario's Office of the Registrar General (ORG), part of the Ministry of Public and Business Service Delivery and Procurement, issues Ontario's birth, death, marriage, and change-of-name certificates. Applications by mail go to the ORG's processing centre in Thunder Bay; in-person counters operate in Toronto and Ottawa. The governing statute is the Vital Statistics Act, R.S.O. 1990, c. V.4 (the VSA).

The text of the VSA cited in this article comes from a 2021 archived snapshot of the CanLII consolidation, current to December 2019 according to its own header, because the live sources were not readable by automated tools when this article was researched: CanLII's live page blocked the request, and ontario.ca's e-Laws viewer is a browser-based application that returns no readable statute text to a fetcher. The entitlement and correction provisions described below (sections 44, 45, 45.1, 45.2, 46, 34, and 5) are long-stable administrative machinery unlikely to have changed materially since 2019, but a reader relying on exact current wording should check the live e-Laws consolidation directly.

Birth Certificates and Certified Copies of Birth Registration

Section 44(1) of the VSA lets "any person who furnishes substantially accurate particulars, and satisfies the Registrar General as to the person's reason for requiring it" obtain a birth certificate. ServiceOntario's own plain-language guidance narrows this in practice to the person themselves (once 13 or older), a named parent, a legal guardian holding court custody documents, or the next of kin of a deceased person of record with supporting documents.

A certified copy of the birth registration, the long-form document that shows the full original registration and is commonly needed for adoption files and detailed immigration applications, sits under a tighter rule. Section 45(1) allows it only to "a person authorized by the Registrar General or the order of a court," a narrower class than the short-form birth certificate.

Section 45.2(1) caps most applicants at one certificate plus one certified copy per birth, unless the Registrar General permits otherwise; a refused applicant can request reconsideration under section 45.2(3). The Registrar General may set similar limits for change-of-name, death, stillbirth, and marriage documents under section 45.2(2).

Death Certificates: Open to Anyone, but Certified Copies Are Not

Section 44(2) has no reason or relationship requirement at all. ServiceOntario's own page confirms this in plain language: "There are no restrictions on who can apply for a death certificate and no restriction on the number of death certificates you can apply for and receive." An application asks for the deceased's name, sex, date of birth, date of death, location, and parental or spousal information.

A certified copy of the death registration, with or without cause of death, is a different document with a real eligibility gate. ServiceOntario's operational rule, built on section 45(1)'s "authorized by the Registrar General" language, runs a next-of-kin ladder: parents, a spouse or partner, and children or siblings can apply, and an authorized representative such as an executor, administrator, or guardian can apply with proof of authorization. If no immediate next of kin survives, extended family, aunts, uncles, cousins, grandchildren, grandparents, nieces, and nephews, may apply instead.

Marriage Certificates and Certified Copies of Marriage Registration

Section 44(3) allows one of the parties to the marriage, a parent of either party, a child of the marriage, or any other person the Registrar General approves to obtain a marriage certificate. A certified copy of the marriage registration is tighter under section 45(2): normally only one of the married parties, or a court-ordered or Registrar-General-authorized person, can obtain it. ServiceOntario's page states that only the married couple can normally apply for this document, a narrower class than the marriage certificate itself.

Change of Name Certificates

Section 44(4) is the most open of the four certificate provisions: "any person may obtain" a change of name certificate.

Guarantors and Identity Verification

Every application depends first on furnishing substantially accurate particulars about the underlying registration itself, names, date of birth, place, and parents' or spouses' names as applicable. Beyond that, section 45.1 lets the Registrar General require a guarantor, a person in a prescribed category who can vouch for the applicant's identity, for a certificate, certified copy, or certain adoption-disclosure documents. No one may charge a fee for acting as a guarantor.

Fees and Processing Times

ServiceOntario prices its certificates by document type and by service level. Figures below reflect ServiceOntario's fee pages as fetched in August 2026; confirm current pricing directly before applying, since fee schedules change.

Birth certificate and certified copy of birth registration:

Death certificate and certified copy of death registration:

Marriage certificate and certified copy of marriage registration:

Two real-world bottlenecks sit ahead of these service-level clocks. As of ServiceOntario's own page fetched in August 2026, death registrations were taking up to 16 weeks to process, meaning the 15-business-day certificate clock only starts once the underlying registration itself is finished, so a very recent death can mean a much longer wait before a certificate can be ordered at all. Marriage certificates carry a similar dependency: applications can take up to eight weeks after the marriage is registered, since registration itself depends on the officiant submitting the signed licence.

Stillbirth documents carry no fee at all. Ontario eliminated fees for every stillbirth document. Parents may request up to four, free: a commemorative document of stillbirth (for remembrance only, stated on the document itself as not a legal record), a certified copy of the stillbirth registration, a certified copy that includes medical information (the Medical Certificate of Stillbirth), and a search letter confirming whether a stillbirth is registered. Processing runs six to eight weeks plus Canada Post delivery, after the underlying registration is finalized.

On a money-back service guarantee: ServiceOntario has historically operated a service guarantee tied to its 15-business-day mail-out target for regular online orders. This article could not confirm that guarantee's current scope or refund terms from a live primary source; ServiceOntario’s page for the standard birth certificate applies the “no service guarantees apply” disclaimer to Emergency in-person service, not to Regular or Premium online service; the separate birth-certificate-with-parental-information product carries no guarantee even at its Regular tier. Whatever guarantee still exists may be narrower than its historical form, or may not cover every certificate type. Confirm current guarantee terms directly with ServiceOntario before relying on one.

How to Order: Online, By Mail, or In Person

Online, through services.ontario.ca, accepts Visa, Mastercard, and Debit Visa or Mastercard, and covers every certificate type above. By mail, a completed paper application goes to ServiceOntario, Office of the Registrar General, P.O. Box 4600, Thunder Bay, ON P7B 6L8; this is the slowest route, typically six to eight weeks for mail-dependent products like stillbirth documents. In person, at 47 Sheppard Ave East in Toronto or 110 Laurier Ave West in Ottawa, is the only route to Emergency service (a near-immediate turnaround for a $30 surcharge on top of Premium pricing), and the only route where cash or money order are accepted alongside cards.

Correcting an Error on a Registration

Section 34(1) of the VSA governs corrections. On a reported error, the Registrar General "shall inquire into the facts and upon the production of evidence satisfactory to him or her... may correct the error by a notation on the registration without any alteration being made in the registration." A new certificate issued after correction reads as if it were always correct; a certified copy instead shows the notation.

ServiceOntario's own plain-language description states that a person can request a registration amendment application form from the Office of the Registrar General to change information on a birth registration. Some non-government sources describe this form as "Form 23," signed before a commissioner for taking affidavits, at a cost in the rough range of $22 to $37 depending on the change, not including the price of a new certificate reflecting the correction; that specific form label and fee figure were not confirmed against a primary ServiceOntario page for this article, so treat them as unconfirmed and check current fees directly with the Office of the Registrar General.

Section 34(3) matters for anyone holding an older document: a certificate or certified copy issued before a correction must be returned to the Registrar General "forthwith upon demand." A corrected record invalidates the old paper still in circulation from the agency's point of view.

A 2019 amendment (2019, c. 7, Sched. 61, s. 3) was set to remove the statutory-declaration requirement from section 34 once proclaimed into force; whether that provision has actually been proclaimed by 2026 was not independently confirmed for this article.

Older Records and Genealogy: The Archives of Ontario

The Archives of Ontario, not ServiceOntario, holds Ontario's oldest vital records once they age out of active registration status. Its current public holdings run to 1920 for births, 1945 for marriages, and 1955 for deaths. Records newer than those cutoffs remain with ServiceOntario and must be requested through the certificate channels above, not through the Archives.

The VSA itself (section 5) leaves the actual transfer trigger to records that are "prescribed" by regulation or administrative practice, rather than stating a fixed year count in the Act. Figures circulating outside government sources describe a change from a 95-year to a 104-year hold-back for births beginning with the 1918 cohort, with commonly cited figures of roughly 80 years for marriages and 70 years for deaths; none of those specific numbers were confirmed against a primary Archives of Ontario or regulation source for this article. What is confirmed is the current holdings cutoff years above, and that Ontario holds records back from public release for decades specifically to protect the privacy of people connected to the record who may still be alive. Contact the Archives of Ontario directly for current genealogical research procedures.

Protecting Your Certificate: Lamination

Ontario's guidance on acceptable identity documents states plainly: "A birth certificate that indicates the certificate is 'void if laminated' will not be accepted if it is laminated." Current-issue Ontario birth certificates print this warning. The practical guidance follows directly from that: never laminate an Ontario vital record yourself, even to protect it. If a certificate is damaged, including by improper lamination, order a replacement through the channels above rather than trying to preserve the laminated original.

Avoiding Third-Party Markup Sites

ServiceOntario's own guidance on official government ID and certificates warns that only government-authorized websites and partners may use certain official logos, and that a telltale sign of a non-government site is boilerplate language like "We are not a government agency; we are not affiliated with any government agency; we are a private company." That same page frames ServiceOntario as the lowest-price channel for these documents, generally $15 to $75 depending on certificate type and service level. This article does not name or link any third-party document site; apply only through services.ontario.ca, by mail to the Thunder Bay address above, or in person in Toronto or Ottawa.

Disclaimer

This article explains Ontario's general vital records process for informational purposes only. It is not legal advice and cannot guarantee a specific fee, processing time, or outcome. Fees and processing times are set administratively and can change; several figures above (the money-back service guarantee's current scope, the exact archival transfer-age formula, and the correction form's fee and label) could not be confirmed against a live primary source at the time of writing and are flagged as such. Confirm current details directly with ServiceOntario or a licensed Ontario legal professional before relying on anything here for your own situation. Frequently Asked Questions

How much does a death certificate cost in Ontario?

A basic death certificate is $15 for regular online service (about 15 business days) or $45 for premium service (about 5 business days). Anyone can apply; there is no restriction on who can order one or how many.

How long does it take to get an Ontario death certificate?

The certificate itself is issued in about 15 business days for regular service once the underlying death registration is complete, but ServiceOntario's own page stated in August 2026 that registrations were taking up to 16 weeks to finish, so a recent death can mean a much longer real wait before ordering is possible at all.

Who can order a certified copy of an Ontario death registration?

Certified copies (with or without cause of death) go to next of kin, parents, a spouse or partner, children, or siblings, or to an authorized representative such as an executor or guardian with proof of authorization. Extended family may apply if no immediate next of kin survives.

Can anyone in Ontario order a copy of my marriage registration?

No. Under section 45(2) of the Vital Statistics Act, only one of the married parties, or a person a court or the Registrar General authorizes, can obtain a certified copy of the marriage registration. This is tighter than the marriage certificate itself, which a parent or child of the marriage can also request.

Is there a fee for Ontario stillbirth documents?

No. Ontario removed fees for all stillbirth documents. Parents may request up to four free documents, including a commemorative document and a certified copy of the stillbirth registration.

Can I laminate my Ontario birth certificate?

No. A current-issue Ontario birth certificate states it is void if laminated, and a laminated certificate will not be accepted as identification. Order a replacement instead of laminating a damaged original.

How far back do Ontario's vital records go for genealogy research?

The Archives of Ontario currently holds public birth registrations to 1920, marriage registrations to 1945, and death registrations to 1955. Records newer than those cutoffs stay with ServiceOntario and require a standard certificate application.

How do I correct an error on an Ontario birth, death, or marriage registration?

Contact the Office of the Registrar General for a registration amendment application form. Under section 34 of the Vital Statistics Act, the Registrar General investigates and, if satisfied, corrects the record by notation; any certificate issued before the correction must be returned on demand.

Does ServiceOntario offer a money-back guarantee if my certificate is late?

ServiceOntario has historically run a service guarantee. On the standard birth certificate its page currently applies the no-guarantee disclaimer to Emergency in-person service only, while the with-parental-information variant carries no guarantee even for Regular service. Confirm current guarantee terms directly with ServiceOntario before relying on one.

How do I avoid overpaying a third-party website for an Ontario certificate?

Order only through services.ontario.ca, by mail to the Office of the Registrar General in Thunder Bay, or in person in Toronto or Ottawa. ServiceOntario's own guidance frames itself as the lowest-price channel and warns that non-government sites often disclose, in fine print, that they are not affiliated with any government agency.
