Birth, Death, and Marriage Certificates in Alberta

Alberta has no direct-from-government channel for ordering a birth, death, or marriage certificate. Every application goes through a private registry agent, or through Registry Connect or AMA for applicants outside Alberta, and the province's own $20 flat fee is only part of what an applicant pays.

Who Issues Vital Records in Alberta, and Alberta's Unusual Delivery Model

Vital Statistics, a division of Service Alberta and Red Tape Reduction, administers Alberta's birth, death, and marriage registry under the Vital Statistics Act, SA 2007, c V-4.1. What sets Alberta apart from every neighbouring province is that Vital Statistics itself does not take applications. Certificates and documents are ordered through an independently owned registry agent, described by the province as a private business authorized to deliver more than 200 government services, including vital statistics, motor vehicle registration, and land titles, on the government's behalf. Alberta's own guidance states plainly that applications sent directly to Vital Statistics will not be processed.

Who Can Order a Birth Certificate

Alberta's ordering page lists a detailed set of eligible applicants for a birth certificate or document: the person themselves, once they are 12 or older; a minor aged 10 to 12, with parental consent on form DVS11139; a parent named on the birth record or a parentage order; a guardian or trustee, with documentation; an adoptive parent, with proof of adoption; a power-of-attorney holder, with legal documents; a personal-directive agent, with a copy of the directive; a court-authorized applicant under an Alberta court order issued within the past year; a lawyer acting for an eligible client, with a valid Law Society card; the next-of-kin of a deceased person, meaning a parent, sibling, spouse or partner, child, or step-relation, but explicitly not a grandchild, grandparent, in-law, niece, or nephew; an estate executor or administrator, with will documentation; the Public Trustee, for estates; or another relative of the deceased, only where no next-of-kin exists. Three document types are available: a birth certificate with personal information only, one with personal information and parentage, and a photocopy of the registration of birth.

Who Can Order a Death Certificate

Eligible applicants for a death certificate or a certified copy of a Registration of Death are an executor, personal representative, or administrator of the deceased’s estate; next-of-kin; a former spouse or former adult interdependent partner; a guardian or trustee for the deceased immediately before death; a relative of the deceased where no living next-of-kin exists; a funeral home representative making disposition arrangements; a person with an Alberta court order; a lawyer acting for an eligible applicant; a joint tenant with the deceased under a Land Title; a Public Trustee for the deceased; or an organization or company with a particular interest in the deceased. A narrower list applies to certified copies of a Medical Certificate of Death specifically. Three document types are available: the death certificate itself, a certified extract showing name, age, date and place of death, marital status, residence, and registration details; a photocopy of the registration of death; and a photocopy of the medical certificate of death.

Who Can Order a Marriage Certificate

Eligible applicants are either married party; a designated agent; a legal representative of an eligible applicant, with proof; anyone with a court order, with proof; a guardian, trustee, or power-of-attorney holder for a person whose marriage is registered; next-of-kin, a relative of a deceased party where no living next-of-kin exists, or a Public Trustee for the estate of a deceased party, if a party has died; or the executor of an estate, if a party has died. Three document types are available: the marriage certificate itself, a certified extract; a photocopy of the registration of marriage; and a marriage search letter, which confirms a record exists without providing certified details.

Fees and Processing: Two Separate Numbers, Not One Total

Alberta's government fee is confirmed at a flat $20 per certificate or certified copy, sourced from three independent official documents: the Vital Statistics Ministerial Regulation, Alta Reg 106/2018, Schedule 1; the plain statement on each of Alberta's own birth, death, and marriage ordering pages that there is a $20 government fee for each document ordered; and the Service Alberta Registry Agent Product Catalogue, effective October 1, 2025, which lists the same $20 government-fee component while separately flagging vital statistics products as "uncapped products," where the maximum service charge is determined by the registry agent, not the province.

That second number, the registry agent's own service charge, comes from the Registry Service Charges Regulation, Alta Reg 183/2005. Under section 2(1) to (2), an agent may set the service charge for a registry service, and the regulation's fee cap only applies to services listed in its Schedule 1; vital statistics services are not on that capped list, so agents set their own market-rate charge with no government ceiling. Because no primary source publishes a single blended total, this article does not state one. What the same regulation does cap is a discount: Alberta residents 65 or older get a 25 percent reduction from the total fee under section 2(3) and Schedule 2, Part E, applying broadly across registry agent services rather than being specific to vital statistics.

All three official ordering pages state the same standard processing time: under normal circumstances, Vital Statistics processes the application within 3 business days of receiving it, not counting mail or delivery time. None of the three pages describes an expedited or rush service tier, which is worth noting as a documented gap rather than an omission on this article's part.

How to Order

Within Alberta, complete the relevant application form, for example DVS11163B for a birth document, and bring it with acceptable ID to a registry agent office in person; the agent forwards the application to Vital Statistics. Outside Alberta, complete the application form plus a statutory declaration, form DVS3512 for a birth document, sworn before a notary public or commissioner for oaths, then mail the originals to Registry Connect, a co-operative serving non-resident applicants, or to AMA, the Alberta Motor Association, for members. A direct mailing to Vital Statistics itself will not be processed.

Older Records and Genealogy

Alberta's genealogy access runs through the Provincial Archives of Alberta on four distinct statutory thresholds, matching the transfer-to-archives language in section 50(1) of the Vital Statistics Act: birth records after 120 years from the date of birth, or once the registered person has been deceased for 50 years with proof; marriage records after 75 years; death records after 50 years; and stillbirth records after 75 years. A researcher searches a name index first, then submits a request and pays through the Archives' online system; original records are not available for in-person viewing in a reading room. Records that have not yet reached these thresholds are obtained the normal way, through a registry agent or Registry Connect, not through the Archives.

Correcting an Error

Amendment requests go through an online Vital Statistics amendment request form on alberta.ca. Vital Statistics confirms the requester's eligibility within 5 business days, the requester supplies whatever evidence Vital Statistics specifies for that correction type, and signs an affidavit, prepared by Vital Statistics, before a commissioner for oaths or notary public in Canada, or an equivalent authorized official abroad. The fee is $20, matching the standard certificate fee, and is waived if the request is made within 90 days of the birth, marriage, death, or stillbirth. Only events that occurred in Alberta can be amended by Alberta Vital Statistics; an out-of-province event has to be corrected through that other jurisdiction instead.

Frequently Asked Questions

Can I order an Alberta birth certificate directly from the government?

No. Alberta Vital Statistics does not accept applications directly; the province states that applications sent straight to Vital Statistics are not processed. Every application goes through a registry agent in person, or through Registry Connect or AMA by mail for applicants outside Alberta.

How much does an Alberta birth, death, or marriage certificate cost?

The government fee is a flat $20 per certificate or certified copy, set by regulation. Registry agents add their own service charge on top, which is not capped by the province and varies by agent, so there is no single published total cost.

Who counts as next-of-kin for an Alberta birth certificate of a deceased person?

Alberta's next-of-kin category for a deceased person's birth certificate includes a parent, sibling, spouse or partner, child, or step-relation. It explicitly excludes grandchildren, grandparents, in-laws, nieces, and nephews unless no next-of-kin exists.

Is there a rush or expedited option for an Alberta vital records certificate?

No expedited or rush tier appears on any of Alberta's official ordering pages. The stated standard is that Vital Statistics processes an application within 3 business days of receipt, not counting mail time.

When do Alberta vital records become available for genealogy research?

Birth records open after 120 years from birth, or 50 years from the person's death. Marriage records open after 75 years, death records after 50 years, and stillbirth records after 75 years, all administered through the Provincial Archives of Alberta.

How much does it cost to correct an error on an Alberta vital record?

The correction fee is $20, matching the standard certificate fee, and is waived if the request is made within 90 days of the birth, marriage, death, or stillbirth. Only events that occurred in Alberta can be corrected by Alberta Vital Statistics.
