Birth, Death, and Marriage Certificates in Manitoba

Manitoba's Vital Statistics Branch charges a flat $30 for a birth, death, or marriage certificate or a certified copy of registration, with rush service running $65 to $105 depending on destination, and no requirement to submit photo ID to order a certificate itself.

Who Issues Vital Records in Manitoba

Manitoba's Vital Statistics Branch, part of the Department of Consumer Protection and Government Services, registers births, deaths, marriages, stillbirths, common-law relationships, and legal name changes under The Vital Statistics Act, CCSM c V60, and has held records from 1882 to present, with some incomplete church records for earlier years. The Branch's office is at 254 Portage Ave, Main Floor, Winnipeg, MB R3C 0B6, reachable at 204-945-3701, or 1-866-949-9296 toll-free within Canada, Monday to Friday, 8:30 a.m. to 4:30 p.m.

Certificate Versus Certified Copy of Registration

Manitoba issues two distinct products for each event type. A certificate is a summary document, for a birth this typically shows name, date of birth, place of birth, sex (which can be omitted), parents' names or not depending on the version ordered, and the registration date and number. A certified copy of registration is a certified photocopy of the original registration itself, carrying all the information from the original filing, except that a death registration copy omits cause of death. Manitoba also lets applicants order birth and marriage certificate versions that omit sex designation entirely.

Who Can Order a Birth Certificate

Eligible applicants are the person named on the record, ordering their own certificate; either parent named on the child's record; a legal guardian, who must submit a complete copy of the guardianship papers; a representative with written authorization from the person entitled, a parent, or a guardian; or, where the application is for the birth certificate of someone who has since died, that person's spouse, child, parent, or sibling, with documentation showing the family relationship and proof of death attached.

Who Can Order a Marriage Certificate

Eligible applicants are either party to the marriage; the children or parents of the parties, if both parties are deceased; or a representative with written authorization from one of the above.

Who Can Order a Death Certificate

Manitoba's death certificate itself has no relationship or reason restriction; the current application form states plainly that any person may apply. A certified copy of registration of death is more restricted, limited to a spouse, child, parent, or sibling of the deceased with documentation of the relationship; the executor or administrator of the estate with documentation; or a person with written authorization from either of those.

Fees and Processing

All figures below come from Manitoba's official fee schedule and its current application forms, both marked Revised 03/2024.

Rush issuance, confirmed on the official birth and death application forms, costs $65 for a Canadian destination, $75 for a U.S. destination, or $105 for an international destination, includes one document, is processed within 3 business days, and is delivered by courier with signature required; rush payments must be by certified cheque, since personal cheques are not accepted for rush service. Regular issuance costs $30 per document and is delivered by Canada Post, with processing time posted separately on the Branch's website rather than stated as a fixed figure on the forms themselves. Either service level only speeds up issuing a certificate once the underlying event is registered correctly and in full; neither speeds up registration itself. Manitoba's forms state plainly that there are no refunds once an application is received, regardless of the result.

How to Order

Online orders go through Manitoba's Online Certificate Application system, paid by credit card, with order status checked separately through the CAMBAF portal using a receipt number. Mail orders go to Vital Statistics Branch, 254 Portage Ave, Winnipeg MB R3C 0B6, paid by cheque or money order payable to the Minister of Finance, or by Visa or Mastercard. Fax orders go to 204-948-3128, Visa or Mastercard only. In person, the Winnipeg office accepts cash, cheque, money order, debit, Visa, or Mastercard, Monday to Friday, 8:30 a.m. to 4:30 p.m. Incomplete applications, or those with insufficient payment, are returned rather than processed.

Manitoba's official birth and death document application forms, reviewed directly, do not require the applicant to submit a copy of photo ID to order a certificate. The entitlement section asks only that the applicant check the box matching their entitlement category, sign and print their name, and, for certain categories such as guardian, estate executor, a familial relation to a deceased birth-certificate subject, or a representative acting by authorization, attach supporting documentation, none of which is a government photo-ID requirement. This is a genuine point of contrast with provinces that do require an ID copy with a certificate order.

Where Manitoba does require strict photo ID is a different transaction entirely: obtaining a marriage license in order to get married. Both parties must show valid, unexpired proof of identity, age, and name, either originals or notarized copies, accepted forms including a Canadian driver's licence, passport, Permanent Resident Card, Manitoba Public Insurance identification card, or Certificate of Indian Status; a Social Insurance Number is explicitly not acceptable identification. If a party's legal name does not match their photo ID, they must also supply a birth certificate, Canadian citizenship certificate, or Canadian immigration document.

Older Records and Genealogy

Manitoba's genealogy thresholds, in effect since January 1, 2003, open records to unrestricted search once they are more than 100 years old for births, more than 80 years old for marriages, and more than 70 years old for deaths. A record younger than its threshold remains restricted if the person concerned or an immediate next of kin, meaning a spouse, child, parent, or sibling, is still living, in which case written consent is required. A genealogical search or document costs $30.00, and the document issued is a certified photocopy of the registration on file, stamped "Genealogical Purposes Only"; if no record is found, a search receipt is issued instead, and fees are non-refundable either way.

Correcting an Error

Before a registration is submitted, the informant can self-correct on the paper form: cross out or bracket the incorrect information, enter the correct information above or below it, print clearly, and initial the change in the margin. Once a registration is filed, it becomes a permanent legal record, and corrections are handled under the Act's correction provisions, including section 23, Correction of registration errors, section 24, Minor change in name, and section 3(7), which lets the Director amend a registration according to a joint request on payment of the prescribed fee. The routine registration-correction fee is $30.00 per Manitoba's fee schedule; the Branch's birth-registration page separately references a higher cost of $180 or more for some future corrections, which appears to describe a different, more substantive scenario than the routine $30.00 correction, though the exact line between the two is not confirmed here and is worth checking directly with the Branch before assuming either figure applies to a specific situation.

Manitoba's own materials also warn readers directly about third-party sites: online searches for vital event documents often surface private organizations unaffiliated with Manitoba's Vital Statistics Agency that charge more than the government's own fees. Ordering only through the Branch's official channels avoids that markup entirely.
