Are e-scooters legal in Timor-Leste?

Timor-Leste's road traffic rules come from Decree-Law No. 6/2003 of 10 March 2003, titled the Highway Code, enacted under the Government of Timor-Leste shortly after independence and expressly repealing the equivalent rules that had applied under the Indonesian legal system. Section 101 of the Code defines "motorcycle" as a propulsion-engine vehicle with two or three wheels, having an engine over 50 cubic cm or built to exceed 45 km/h, and defines "moped" as a vehicle with two or three wheels "equipped with an engine with a size not exceeding 50 cubic cm, in case of an internal combustion engine, and manufactured to travel at a maximum speed not exceeding 45 km/h." A standing electric scooter still has "an engine" and two wheels, and a typical consumer device's top speed sits well under the Code's 45 km/h moped ceiling. On that wording, moped is the category the Code's classification chapter most plausibly places it in. Separately, Section 106 defines "bicycle" strictly as a vehicle "activated by the effort made by the rider himself or herself through pedals or similar devices", with no pedal-assist or electric-assist provision written into it, so an e-scooter does not qualify as a bicycle either.
