Barbados E-Scooter Laws: Cap. 295 and an Unread 2023 Amendment (2026)

Are e-scooters legal in Barbados?

Its general vehicle law, the Road Traffic Act, Cap. 295, defines "motor vehicle" as "any mechanically propelled vehicle manufactured or adapted for use on roads." As with the definition used in Antigua and Barbuda, the Bahamas, Grenada, Jamaica's older law, and Trinidad and Tobago, there is no wattage floor, speed ceiling, or lower-power category written into it. An electric scooter, mechanically propelled and usable on a road, reads as a motor vehicle under that wording, which brings registration, licensing and insurance obligations with it.

A Road Traffic (Amendment) Act, 2023 is listed in the Barbados Parliament's bills archive, and it is possible that amendment touches vehicle categories in a way that matters here. What counts as an e-scooter here

Cap. 295 does not define "e-scooter" or a comparable term; it works from the single "mechanically propelled vehicle" definition above. Separately, an e-bike tour operator based in Barbados states on its own website that a motorcycle licence is required to operate a powered scooter on public roads, and describes e-bikes as occupying a "grey area" depending on their power and speed. That is a business's own description, not a legal authority, but it lines up with what the statute's wording would produce.
