Liberia E-Scooter Laws: Motor Scooters Already Have a Fee Class (2026)

Are e-scooters legal in Liberia?

Liberia's governing vehicle statute is Title 38, the Vehicle and Traffic Law, approved in 1972 and still listed as current by the Road Safety Secretariat, a Ministry of Transport body, in a document dated June 2025. Its definition of "motor vehicle" already names electric propulsion directly: a vehicle self-propelled by internal combustion, oil compression, electric, steam, or other mechanical or chemical engine or motor. An e-scooter fits that definition on its face.

Liberia's law does not carve out a separate, lighter category for small two-wheelers the way some neighboring countries do. There is no "moped" or equivalent light-vehicle tier in Title 38 at all. Every self-propelled vehicle, electric or otherwise, sits inside the same general "motor vehicle" bucket, along with cars and trucks.

What counts as an e-scooter here

The law does not define e-scooters, kick-scooters, or personal mobility devices as a category of their own. What it does have, in its registration fee schedule, is a recognized class covering "motorcycles, motor scooters, bicycles, trailers," distinct from cars and larger vehicles. Because the motor vehicle definition already includes electric propulsion, an electric motor scooter fits inside this existing fee class in principle. Whether the class has ever been applied in practice to a stand-up electric kick-scooter, as opposed to a seated motor scooter, was not confirmed in this research.

Where you can ride

No source in this research described road, cycle-lane, or sidewalk rules specific to scooters in Liberia. The general motor vehicle framework would apply.

Rider rules

No licence issues to anyone under 16 years old. The general licence requirement applies to any motor vehicle, with no bicycle or moped-style exception for anything smaller. Liability insurance, required act-wide for motor vehicles, would by definition extend to the motor scooter class as well.

Penalties

No specific fine amounts tied to unlicensed or unregistered motor scooter use were confirmed in this research.

Enforcement in practice

No enforcement data, incident reports, or rental-operator presence for e-scooters was found for Monrovia or anywhere else in Liberia. That silence is a data gap, not evidence the law goes unenforced. Enforcement patterns do not change legal status and are not permission to ride.

Legal history and what may change

A "Revised and Amended Vehicle and Traffic Law of Liberia (2024)" has been reported to add a chapter dedicated to electric and self-driving vehicles, described as the first of its kind in Liberia's legislative history, along with more formal motorcycle and tricycle categories. That report, from an implementing-partner NGO rather than a primary legal source, also states the reform was headed to a validation workshop on November 13, 2025, meaning it had not yet been enacted as of that article's own publish date. Whether it has since passed could not be confirmed in this research. The verified, currently-hosted law remains the 1972 Title 38, and that is what governs an e-scooter in Liberia today.
