Are e-scooters legal in Gabon?

Gabon is a member state of the Communaute Economique et Monetaire de l'Afrique Centrale (CEMAC), and its road traffic law is the CEMAC Reglement n04/01-UEAC-089-CM-06 portant adoption du Code Communautaire revise de la Route, adopted 3 August 2001 in Bangui.
