Falkland Islands E-Scooter Laws: No Dedicated Rule, Own Legislation (2026)

Not covered by UK law: the Falklands has its own legislation

The Falkland Islands is a British Overseas Territory, not part of the United Kingdom, and it makes its own domestic law through its own legislature. Great Britain's road traffic statutes, including the Statutory Instrument that created the rental e-scooter trials in England, Scotland, and Wales (SI 2020/663), were never extended to the Falklands and do not apply there. Are e-scooters legal in the Falkland Islands?

There is no e-scooter-specific rule. The Road Traffic Ordinance 1948, as amended, defines "motor vehicle" as "any vehicle propelled by any form of mechanical power and intended or adapted for use on roads," wording broad enough that an electric scooter would fall inside it in principle, the same as a car or motorcycle. But the Ordinance has no device-specific carve-out for scooters, no age limit, no helmet requirement, and no scooter-specific registration process. That absence should not be read as the device being freely legal: if a powered scooter is treated as a "motor vehicle" under the Ordinance's general scheme, the registration obligations that scheme sets for motor vehicles would apply in principle, obligations a small kick-style scooter has no realistic, confirmed path to satisfy under current Falklands practice.

The 2022 e-bike consultation did not include scooters

The only substantive Falklands micromobility policy document located in this research is "Results from the public consultation on the regulation of e-bikes in the Falkland Islands," published by the Falkland Islands Government in 2022. It covers pedal e-bikes only, the EAPC style with pedals, a power limit of 250 watts, and a cut-off at 15.5 mph, the same technical definition the UK uses for its own e-bike exemption. Its full text was searched for the word "scooter" and returned zero matches. Only 74 people responded, against a territory-wide population of roughly 3,500, underscoring how small this policy area still is. Whether the consultation produced an actual regulation, or whether any later text widened scope to include scooters, was not confirmed in this research.

Enforcement in practice

No incident reports, seizure data, rental-operator presence, or enforcement statements addressing e-scooters were located for the Falkland Islands. In a territory of roughly 3,500 people, that silence is best read as a genuine data gap, not a sign the devices are widely tolerated or being actively kept off the roads.

Legal history and what may change

Beyond the 2022 e-bike consultation, no further Falklands Government policy work, proposed ordinance, or statement addressing scooters specifically was found.
