Arkansas School Recording Laws: Student Privacy, FERPA, and Classroom Rules (2026)

Updates

We corrected this page to explain that school districts may limit recording at IEP meetings under federal guidance, that Arkansas's Bell to Bell, No Cell Act bars student device use for the whole school day, that the right to video record school board meetings comes from an Attorney General opinion rather than a statute, and that video voyeurism is a Class C felony when the victim is under 14. Added the misdemeanor tier for concealed-camera body recording under Ark. Code 5-16-101(b) alongside the subsection (a) felony penalties, noted that FERPA's parental-consent rule for disclosing student recordings has exceptions, and added that district policies may still govern recording at Section 504 meetings. We corrected the school security-camera table: audio recording in parking lots is no longer described as generally legal, because Arkansas's eavesdropping law has no outdoor exception; the restroom row now notes the statute's school security-monitoring exemption; and camera notice is described as recommended rather than legally required.

Independently fact-checked against the cited primary sources

Corrected the statute citation for school board meeting recording rights from Ark. Code 25-19-105 (a records-request statute) to the correct 25-19-106 (the public-meetings statute), and fixed two broken Arkansas statute citation links.

Independently fact-checked against the cited primary sources

Corrected the citizen right-to-record-meetings citation from Ark. Code 25-19-106 (the public entity's own record-and-retain duty) to the correct Ark. Code 25-19-105 (as amended by Act 310 of 2021), matching the sibling police page.
