Pennsylvania Traffic Camera Tickets: Five Programs, One 2027 Deadline

Pennsylvania does not run one traffic camera law. It runs five, each created by its own section of Title 75 with its own fine, its own geography, and, in one important case, its own expiration date. A ticket from Philadelphia's red light cameras is not governed by the same rules as a ticket from a Turnpike work-zone camera or a Roosevelt Boulevard speed camera, even though all five share the same basic civil, no-points structure.

Pennsylvania's Five Camera Programs, Side by Side

The red light program (commonly called ARLE, Automated Red Light Enforcement) works differently in Philadelphia than everywhere else. In Philadelphia, the Philadelphia Parking Authority administers the system directly under 3116. Elsewhere, 3117 opens the program to municipalities that meet a formula: cities with a population over 20,000 and PA-Chiefs-accredited police in second-class-A counties, the same threshold in third-class counties of 490,000 to 510,000 residents, and cities of the second class, meaning Pittsburgh. That department review is a 3117 requirement only: the municipality must notify PennDOT of each proposed intersection, the department then has 60 days to review the location and issue a recommendation, and no system may be installed unless that recommendation approves the site. Section 3116 imposes no comparable review on Philadelphia.

Why It's Civil, Not Criminal, Everywhere

All five programs share the same protective language, most cleanly stated in the work-zone statute. 75 Pa.C.S. 3369 provides that the penalty «shall not: (i) be deemed a criminal conviction; (ii) be made part of the operating record...; (iii) be the subject of merit rating for insurance purposes; or (iv) authorize imposition of surcharge points.» The red light, Roosevelt Boulevard, school-zone, and school-bus statutes each carry materially identical protections. A Pennsylvania camera ticket, from any of the five programs, cannot add points to your license, cannot trigger an insurance surcharge, and is not a criminal conviction of any kind.

The July 15, 2027 Deadline That Ends Red Light Cameras

This is the fact most coverage of Pennsylvania's camera laws misses. Both red light statutes, 3116 and 3117, carry an identical sunset clause: «This section shall expire July 15, 2027.» That date was last set by a 2016 extension (Act 101 of 2016), and it applies to every ARLE program in the state, Philadelphia included.

By contrast, when the legislature overhauled the speed camera programs in 2023 (Act 38), it deliberately removed the sunset clauses from the work-zone (3369) and Roosevelt Boulevard (3370) statutes, making both permanent, and it added a brand-new school-zone pilot (3371) that itself sunsets December 31, 2029. Act 38 did not touch the ARLE sunset. Unless the legislature passes another extension before July 15, 2027, Pennsylvania's red light camera programs, including Philadelphia's, lose their legal authorization on that date. No 2025-26 extension had been confirmed as of this writing; readers should check for updated legislation as that date approaches.

Grace Periods and How the Fines Escalate

Each program builds in a warning period before real money changes hands. The two red light statutes do not share a number. Under 3116, Philadelphia waives fines for the first 120 days of operation at the initial intersection and the first 45 days at each additional intersection. Under 3117, every other qualifying municipality waives only the first 60 days at the initial intersection and the first 30 days at each additional one. The Roosevelt Boulevard and school-zone speed programs are simpler still: each provides that a fine is not authorized during the first 30 days of operation of a system, and the administrator may send a written warning during that window instead. The work-zone speed program escalates in three steps: a written warning first, then a $75 fine, then $150 for a subsequent violation.

Because every program is a civil penalty rather than a criminal citation, enforcement of an unpaid fine runs through civil debt collection by the administering authority rather than through the criminal courts. The enacted statutory text does not establish a vehicle-registration or license-renewal hold tied to an unpaid ARLE penalty, so treat that consequence as unconfirmed rather than assuming it exists.

Who's Liable: Owner Defenses

The registered owner is liable by default, but Pennsylvania builds in owner protections. A lessee is treated as the owner under the work-zone statute (3369), and every one of the five programs expressly bars the enforcing body from making an owner name the driver. Sections 3370 and 3371 say «the city of the first class may not require the owner of the motor vehicle to disclose the identity of the driver of the motor vehicle at the time of the violation»; 3116 says the same of the city of the first class for red light tickets, 3117 says it of the municipality, and 3369 provides that the owner «may not be required to disclose the identity of the driver.» An owner may still be required to submit evidence that the owner was not the driver. An owner who was convicted of the same violation under a different section, or who can establish a recognized statutory defense, is not doubly liable.

School Bus Stop-Arm Cameras Are a Separate Program

Pennsylvania's sixth camera law, and the one most likely to be confused with the red light and speed programs on this page, is the statewide school-bus stop-arm camera authority under 3345.1. It lets any Pennsylvania school entity run stop-arm cameras and issue a $300 civil penalty, split between the school entity, local police, and a state School Bus Safety Grant Account. That program is a distinct enforcement track from red light and speed cameras and is out of scope for this page.
