North Carolina Traffic Camera Ticket Laws: Named-City Red Light Cameras Plus a New School-Zone Speed Law

North Carolina runs two separate camera-enforcement regimes, and mixing them up is easy. The older one lets a short, named list of cities enforce red light violations by camera under their own local ordinances, a program that survived a serious constitutional challenge in 2024. The newer one, in force only since October 2025, lets any city or county in the state opt into school-zone speed cameras, a brand-new statewide authority that did not exist a year earlier. Both are civil, owner-liability penalties, but they run under different statutes, different dollar amounts, and different consequences if you do not pay.
Red Light Cameras: Only in Named Cities, Under G.S. 160A-300.1
North Carolina does not authorize red light cameras statewide. G.S. 160A-300.1 lets municipalities civilly enforce North Carolina's red-light law by camera ordinance, but only in a specific list of named jurisdictions written directly into the statute: Albemarle, Charlotte, Durham, Fayetteville, Greensboro, Greenville, High Point, Locust, Lumberton, Newton, Rocky Mount, and Wilmington, along with the Towns of Chapel Hill, Cornelius, Huntersville, Matthews, Nags Head, Pineville, and Spring Lake, plus Union County municipalities. A city or town not on that list has no legal path to run a red light camera program on its own; only the Legislature can add a jurisdiction to the statute. The civil penalty is $50, set by statute: a violation «shall be deemed a noncriminal violation for which a civil penalty of fifty dollars ($50.00) shall be assessed.» That is a fixed, mandatory amount, not a ceiling a city may price under. The statute also explicitly bars both DMV points under G.S. 20-16(c) and insurance points under G.S. 58-36-65. There is also a service deadline: an owner cannot be held responsible if the notice of violation is given more than 90 days after the violation occurred.
The Fearrington Case: Why North Carolina's Red Light Program Survived a Constitutional Fight
North Carolina's constitution requires that the «clear proceeds» of civil penalties like these go to public schools, and for years that requirement squeezed red light camera programs out of existence, because cities pay a private vendor a per-citation fee out of the fine revenue before anything reaches the school system. Shavitz v. City of High Point, a 2003 federal case, was part of that earlier era's pressure on North Carolina's camera programs. The North Carolina Supreme Court resolved the modern version of this fight in Fearrington v. City of Greenville, decided May 23, 2024. The court upheld Greenville's arrangement, under which the school board reimburses a roughly $31.85 vendor fee per $100 citation as a legitimate «collection cost,» with the school board still keeping around 72% of the revenue, satisfying the constitutional clear-proceeds requirement. That ruling secured the funding model the surviving red light programs, including Greenville's, rely on.
Brand New: Statewide School-Zone Speed Cameras Since October 2025
Where red light cameras are limited to named cities, North Carolina's school-zone speed camera law works completely differently. Session Law 2025-47 (Senate Bill 391), effective October 1, 2025, created a statewide local-option authority: any city, under new G.S. 160A-300.4, or any county, under G.S. 153A-246.1, may adopt its own ordinance authorizing electronic speed-measuring systems in school zones. Nothing happens automatically. A city or county has to actually pass a local ordinance before cameras can go up, and even then the program has to meet a list of statutory conditions: the speed-measuring equipment must be calibrated under G.S. 8-50.4, advance warning signs have to be posted no more than 1,000 feet from the camera itself rather than from the school zone, any camera on state right-of-way needs NCDOT approval, and every citation requires a certificate sworn by an officer. Because the law is barely a year old at the time of writing, expect programs to still be standing up in individual cities and counties throughout 2026 rather than already running everywhere the law allows.
The civil penalty for a school-zone speed violation is $250, again with an explicit statutory bar on both DMV points and insurance points. Citations must issue within 60 days of the violation.
The Registration-Refusal Hook for Unpaid School-Zone Speed Tickets
This is the sharpest tooth in North Carolina's new law, and it is unusual for a program that otherwise carries no points. The same hook sits in both halves of the 2025 law: G.S. 160A-300.4(d)(6) for city programs, which is the version most drivers will actually encounter, and G.S. 153A-246.1(d)(6) for county programs. Under either one, an owner has 30 days to pay or respond to a school-zone speed citation; failing to do either waives the right to contest it and adds up to $50 to the penalty. But the real consequence sits one step further: if the owner still does not pay when the penalty is due, «the Division of Motor Vehicles shall refuse to register the motor vehicle.» Most no-points civil camera regimes around the country stop at collections or a boot. North Carolina's school-zone speed law can keep your car off the road entirely by blocking its registration.
What Happens If You Don't Pay a Red Light Camera Ticket
The red light program's nonpayment consequences are different from, and lighter than, the school-zone speed program's. Under G.S. 160A-300.1, failing to pay or respond within the citation window waives the right to contest the ticket and exposes the owner to a civil penalty not to exceed $100, collected «by civil action in the nature of debt» rather than through a registration hold. Nothing in the red light statute's text mirrors the school-zone speed law's DMV registration-refusal mechanism.
Owner vs. Driver: Transferring Responsibility
Both programs put the civil penalty on the registered owner by default, but both also let the owner shift responsibility. An owner can file a transfer-of-responsibility affidavit, within 30 days of notification, naming the person who actually had care, custody, and control of the vehicle at the time, who can then be cited directly under the newer school-zone speed law. A stolen or unauthorized-use affidavit, supported by an insurance or police report, works the same way for either program.
School-Bus Stop-Arm Cameras Are a Different Program
North Carolina separately authorizes school-bus stop-arm cameras, aimed at drivers who illegally pass a stopped school bus. That is a distinct legal track from the red light and school-zone speed programs described on this page, and a citation from a bus's stop-arm camera should not be confused with either.

(a) An electronic speed-measuring system is a mobile or fixed device consisting of an automated traffic camera and sensor capable of measuring speed and producing one or more digital photographs of a motor vehicle violating a posted speed limit. (b) An electronic speed-measuring system shall be approved, calibrated, and tested for accuracy in accordance with G.S. 8-50.4.
