The four-nation picture for DWP benefits
Attendance Allowance, Carer's Allowance and PIP are all administered by the Department for Work and Pensions (DWP) in England and Wales. Scotland has replaced each of them with its own benefit, run by Social Security Scotland: Pension Age Disability Payment in place of Attendance Allowance, Carer Support Payment in place of Carer's Allowance, and Adult Disability Payment in place of PIP. Each Scottish replacement pays the same core weekly rate as its DWP equivalent, though Carer Support Payment adds two extra Scotland-only payments on top. Northern Ireland runs its own version of all three benefits in parity with Great Britain, administered by the Department for Communities, using the same rates and core tests but its own claim channel.

Blue Badge and Council Tax Reduction: not run by DWP
Blue Badge and Council Tax Reduction do not follow the DWP and Social Security Scotland pattern above. Blue Badge fees vary by nation: up to £10 in England, set by each council, up to £20 in Scotland, where most councils charge £20, free in Wales, and a flat £10 in Northern Ireland, where badges are issued centrally by the Department for Infrastructure. Council Tax Reduction is more fragmented still: England has no national scheme for working-age claimants, so each of its councils sets its own working-age rules, while pensioners get nationally set minimum requirements; Scotland and Wales each run a single national scheme administered locally; and Northern Ireland has no Council Tax at all, using its own rates-based Housing Benefit, Rate Relief and Rate Rebate Scheme instead.

Challenging a decision
For PIP, Attendance Allowance, Carer's Allowance and Universal Credit, you can ask for a mandatory reconsideration and then appeal to the First-tier Tribunal (Social Security and Child Support) if you still disagree, with different time limits and a different tribunal in Scotland (a redetermination, then the First-tier Tribunal for Scotland) and a different appeal body in Northern Ireland (the Appeals Service).
