Utah Traffic Camera Ticket Laws: Photo Radar Rules and the No-Points Shield

Utah runs traffic cameras differently than almost every other state that authorizes them. A peace officer has to be physically present with the photo radar unit when it operates, which sounds like an ordinary traffic stop. But the resulting ticket is legally shielded the way a mailed civil penalty would be in an owner-liability state: no points, no entry on your driving record, no reportability at all. Utah also has no red light camera law of any kind. Here is what the statute actually says, and what a 2022 bill would have changed if it had passed.

How Utah's Photo Radar Law Actually Works

Utah Code 41-6a-608 authorizes photo radar for speed enforcement only, and only under a specific set of conditions written directly into the statute. Photo radar may be used in school zones, or in other areas with a posted speed limit of 30 mph or less. A peace officer must be present with the photo radar unit at the time it is used. Signs have to be posted warning drivers that photo radar may be in use. A local highway authority's governing body has to approve the use of photo radar before its jurisdiction can deploy it. And every citation issued has to be accompanied by the photograph the system produced. Subsection (3) carves out an exception to that whole list: the restrictions do not apply when the information gathered is used for highway safety research, or to issue warning citations that carry no fine, no court appearance, and no entry on a driving record.

That officer-present requirement is what separates Utah's law from the mailed, owner-liability model used in states like Florida or Illinois. In Utah, the officer is standing there with the equipment, which is why the resulting citation functions procedurally like an ordinary traffic ticket rather than an administrative notice sent to a registered owner weeks later.

No Red Light Cameras in Utah, At All

Section 41-6a-608 sits in Title 41, Chapter 6a, Part 6, which is titled Speed Restrictions. Utah has no part of the traffic code devoted to automated enforcement generally, and 41-6a-608, the one statute that authorizes camera enforcement of moving violations by a state or local highway authority, reaches speed only. There is no statute authorizing red light cameras in Utah, and no statute banning them either. That makes Utah's red-light situation the same as the roughly dozen states around the country with no enabling law on the books: cameras simply are not an available enforcement tool for signal violations, because no state law creates the authority for a city or county to use one.

Why a Photo Radar Ticket Doesn't Touch Your Record or Insurance

Section 608(6) is direct: "A moving traffic violation obtained through the use of photo radar is not a reportable violation ... and points may not be assessed against a person for the violation." That is an unusual pairing. Most states that require an officer to be physically present treat the resulting citation as a real, point-carrying moving violation, the same as if the officer had used radar alone. Utah does the opposite: officer-present mechanics, but a statutory shield against points and reportability that most owner-liability, mail-only states use instead. The statute is silent on insurance specifically, but because the violation is not reportable, there is nothing for an insurer to find on a driving record.

The 2022 Bill That Would Have Changed This, and Failed

Some search results describe a 2022 Utah law that removed the officer-present requirement for school-zone photo radar. There was a real bill behind that, but it never became law. S.B. 196, Traffic Enforcement Amendments, was introduced on February 9, 2022 and listed 41-6a-608 as the only section it affected, repealing and reenacting it. Its highlighted provisions would have amended the definition of photo radar, allowed the use of photo radar without a peace officer present in certain circumstances, described when law enforcement could use photo radar for speed limit or traffic light enforcement, and prohibited photographing the front of a vehicle or the faces of its occupants.

The bill died in the Senate. It was returned to the Rules Committee on March 1, 2022, and on March 4, 2022 the Senate struck its enacting clause and filed it in the Senate file for bills not passed. Because it was never enacted, the 2005 text still governs: the officer-present requirement in Subsection (2)(b) stands, and Utah still has no traffic-signal camera authority. A description of unstaffed Utah school-zone cameras, or of Utah red light cameras, is describing that failed bill rather than the law.

What Happens if You Get a Photo Radar Ticket

Because a Utah photo radar citation is issued by an officer on the scene rather than mailed later by an administrative agency, it follows Utah's ordinary citation and court process, not a special camera-ticket default or collections track. The statute itself does not spell out a camera-specific escalation path for nonpayment, which is a meaningful difference from mailed-notice states that build in doubling, default judgments, or registration holds directly into the camera law. What a Photo Radar Contract May Not Say

Section 608(5) also opens the contract terms, the number of citations issued, and the total fine revenue collected to public inspection during regular office hours, so a local government running a photo radar program in Utah cannot hide it the way some other jurisdictions have.

School-Bus Stop-Arm Cameras Are a Separate Program

A different Utah law, Utah Code 41-6a-1310, authorizes cameras mounted on school buses to capture vehicles that illegally pass a stopped bus, with a portion of the resulting fine directed to the school district under 41-6a-1302(6)(d). That program runs on its own notice and enforcement process and is not part of the photo radar rules described above. If you received a notice tied to a school bus rather than a fixed roadside or school-zone camera, you are dealing with this separate law, not 41-6a-608.

Has a 2026 Bill Changed This?

No. A 2026 bill titled School Zone Speeding Amendments, H.B. 178, comes up in searches on this topic, but it did not amend 41-6a-608. The official page for the section lists a single current version, the one renumbered and amended by Chapter 2 of the 2005 General Session, and the section's affecting-bills feed is empty. Any claim that Utah's photo radar rules changed in 2026 does not match the code.

How Utah Compares to Its Neighbors

Utah's pairing of officer-present mechanics with a no-points, non-reportable outcome is the inverse of what a lot of readers expect. In Arizona, for example, camera-detected violations run through the ordinary traffic-citation system and a conviction carries real points once the citation is actually served. Utah requires the same kind of officer involvement Arizona's system lacks at the moment of detection, yet still gives the driver the points-free treatment more commonly seen in mailed, owner-liability states like Colorado or Washington.
