Rhode Island Traffic Camera Tickets: Red Light and School-Zone Speed Laws

Rhode Island authorizes two separate camera programs: red light cameras under one chapter of state law, and school-zone speed cameras under a different one. If you've seen a note online that Rhode Island's red light camera authority "expires January 15, 2027," that's a misreading of the statute. The 2027 date belongs to a small pilot add-on, not the core program.
Two Different Camera Programs Under Two Different Chapters
Rhode Island's red light camera authority lives in chapter 31-41.2. Under 31-41.2-3, RIDOT and municipalities may install automated traffic-signal detection systems with the state DOT director's approval, following DOT regulations, and vendor compensation may not be tied to the number of citations issued, meaning the vendor cannot be paid on a per-ticket basis.
School-zone speed cameras are authorized separately under chapter 31-41.3, which lets a system operate within a quarter mile of any school, again with RIDOT-director approval for cameras on state roads.
The 2027 Date Everyone Gets Wrong
The current codified text of 31-41.2-3 carries a header reading «[Effective until January 15, 2027].» Read on its own, that looks like Rhode Island's entire red light camera program is about to end. It isn't. The Rhode Island code actually publishes two versions of this section: the current one, which includes an added sentence permitting a municipality to install cameras at up to three «Don't Block the Box» intersections to catch drivers who block an intersection on a red light, and a second version, effective starting January 15, 2027, that is identical except that sentence has been removed.
In other words, only the small Don't Block the Box pilot, added by a 2024 law (P.L. 2024, ch. 412), sunsets on that date. The core authorization for red light signal-monitoring cameras, and the entirely separate school-zone speed chapter, carry no expiration date at all.
What a Camera Ticket Does, and Doesn't Do, to Your Record
Both chapters bar treating a camera violation as a moving violation, and both keep it off your driving record and out of insurance rating. But they say it differently, and the difference is worth knowing before you assume your case is fully closed.
The school-zone chapter states the protection cleanly, with no conditions, at 31-41.3-12(1): «No violation for which a civil penalty is imposed under this chapter shall be considered a moving violation; nor shall it be included on the driving record of the person on whom the liability is imposed; nor shall it be used for insurance rating purposes in providing motor vehicle insurance coverage.»
The red light chapter’s parallel section, 31-41.2-7.1(a), carries the same three protections, but adds a qualifier: they apply «until there is a final adjudication of the violation.» Rhode Island dropped that qualifying language when it rewrote the school-zone chapter in 2018, but left it standing in the red light chapter. What that means for an unresolved, contested red light ticket is not spelled out further in the statute, so treat the qualifier as a real difference between the two programs rather than assuming the protections are identical.
Deadlines and What Happens If You Don't Respond
For a red light camera ticket, a summons must be issued within 28 days of the alleged violation. If a summons goes unanswered and there is sufficient proof of actual notice, an officer's certification supports a default judgment against the vehicle's owner. Prosecution runs through the Rhode Island Traffic Tribunal.
School-zone tickets carry a $50 civil penalty per offense, and any newly installed camera system runs a 30-day warning-only period before issuing paid citations. The expungement clock runs per motorist rather than on a calendar-wide cycle: under 31-41.3-15(c), every three years from the date of a motorist's first offense under the chapter, the court must expunge that motorist's school-zone camera violations from the preceding three-year period, a reform added in 2018 after Providence's early rollout of the program drew public criticism.
Who's Liable
The registered owner is primarily responsible under 31-41.2-6, and a lessee is treated as the owner. An owner can pay the citation or contest it through the procedures set out in 31-41.2-4.

§ 31-41.2-3Automated traffic violation monitoring systems. [Effective until January 15, 2027.]In force
(a) The state department of transportation and the municipalities of this state are hereby authorized to install and operate automated traffic violation detection systems. Such systems shall be limited to systems which monitor and detect violations of traffic control signals. For purposes of this chapter an automated traffic violation detection system means a system with one or more motor vehicle sensors which produces images of motor vehicles being operated in violation of traffic signal laws. A municipality shall be permitted to install, at up to no more than three (3) designated “Don’t Block the Box” intersections within the municipality, an automated traffic detection system to monitor violations of § 31-15-12.2; provided, however, that the provisions allowing such “Don’t Block the Box” monitoring shall sunset on January 15, 2027, at which time such use as provided in this section shall no longer be permitted. (b) No automated traffic violation detection system shall be installed pursuant to this section which has not been approved for use by the director of the state department of transportation.

(a) Every person found to have violated the provisions of this chapter shall be fined fifty dollars ($50.00) for each offense; provided, however that for a period of thirty (30) days following the installation of any new automated school-zone-speed-enforcement system, a violation recorded by the system shall only be enforced by the issuance of a warning. (b) A violation of this chapter shall not be considered a moving violation for purposes of the motorist’s driving record. (c) Every three (3) years from the date of the motorist’s first offense under this chapter, the court shall expunge any automated school-zone-speed-enforcement violations during the preceding three-year (3) period.
