Alabama Has No Single Statewide Camera Law
Unlike states that authorize red light or speed cameras across every city and county, Alabama's camera-enforcement authority is fragmented. There is no general Code of Alabama section that lets any city or county in the state deploy a red light or speed camera. Instead, authority comes from two separate places: the brand-new, narrowly scoped Alabama Work Zone Safety Act (SB341, 2026 Regular Session), and older Title 45 "local acts" that the legislature has passed one city at a time, authorizing named municipalities like Montgomery, Midfield, Bessemer, Center Point, Selma, Opelika, Phenix City, and Brantley to run their own programs. Those local-act programs were not opened and read live for this article; their specific fine amounts and current operating status should be verified with the city in question before you assume a number.
The 2026 Work Zone Camera Pilot: How It Works
The Alabama Work Zone Safety Act creates a single, statewide interstate work zone speed camera pilot, run jointly by the Alabama Department of Transportation (ALDOT) and the Alabama Law Enforcement Agency (ALEA). It authorizes automated photographic speed enforcement in one ALDOT-designated interstate work zone at a time, triggered when a vehicle exceeds the posted limit by more than 10 miles per hour inside an "active work zone," defined as an area with workers present, work-zone signage, and at least two camera-warning signs posted 500 feet or more in advance.
Liability runs to the vehicle's registered owner, with rental and leasing companies excluded (the renter or lessee is treated as the owner for citation purposes, and the notice must tell rental companies how to identify the renter). The law gives owners seven affirmative defenses, including a genuine driver-transfer option: an owner who was not the operator at the time of the violation can raise that as a defense.
The statute is direct about what this program is not. As enacted: "Speeding violations under this act shall be punished by a civil fine of two hundred fifty dollars ($250), which shall be collected as other civil judgments are collected... In no event shall a speeding violation be punishable by a criminal fine or imprisonment," and "the Secretary of ALEA shall not assess any points against a driver license or suspend or revoke a driver license for a speeding violation."
What Happens If You Get a Work Zone Camera Ticket
The notice must give the recipient at least 60 days to pay or contest liability. If you neither pay, request a hearing, nor contest liability in that window, the law treats that silence as an admission of liability for the full amount. A hearing officer or court cannot raise, lower, or waive the $250 fine; if you contest and lose, you also owe costs, due within 60 days of the hearing. A final order carries "the same weight and effect as any other civil judgment," meaning ordinary civil collection, not a criminal record and not an automatic license action. If you appeal to circuit court within 30 days, that appeal pauses enforcement while it's pending.
Does an Alabama Work Zone Camera Ticket Affect Your License or Insurance
No. The statute is explicit that the state will not assess driver's license points and will not suspend or revoke a license over a work zone camera violation, and the fine itself is non-criminal. The act does not say anything one way or the other about insurance reporting, so treat that as an open question rather than a confirmed protection until a program is actually issuing tickets and insurers respond to it.
City Red Light and Speed Cameras Under Title 45
Separate from the statewide pilot, several Alabama cities operate camera programs authorized by their own Title 45 local acts, including Montgomery, Midfield, Bessemer, Center Point, Selma, Opelika, Phenix City, and Brantley. How to Contest an Alabama Work Zone Camera Ticket
The notice must give an owner at least 60 days to either pay the $250 fine or request a hearing to contest liability. Seven affirmative defenses are available at that hearing: acting on a law enforcement officer's lawful order, operating an authorized emergency vehicle, the vehicle being stolen or operated without the owner's consent, stolen plates, not having been the owner at the time of the violation, not having been the operator at the time (the genuine driver-transfer defense), or having already been cited or arrested in person for the same conduct. Losing at a hearing adds the hearing's own costs to the $250 fine, due within 60 days, but a timely circuit-court appeal filed within 30 days of an adverse decision pauses enforcement while the appeal is pending. This is a genuine legal process with real evidentiary standards, not an automatic rubber stamp for the state, but it is also not a venue for arguing the program shouldn't exist; it is limited to whether one of the statutory defenses applies to your specific citation.
Rental Cars and Out-of-State Plates
Alabama's law already accounts for rental vehicles directly in its definition of "owner": for a rented or leased vehicle, the renter or lessee, not the rental company, is treated as the owner for citation purposes, and the notice must explain to rental companies how to identify the renter who was driving. For out-of-state plates generally, camera programs identify a vehicle's registered owner through routine DMV record lookups, a use that federal privacy law (the Driver's Privacy Protection Act, 18 U.S.C. 2721) permits for government agencies carrying out their official functions and for enforcement of civil proceedings, so an out-of-state registration does not put a driver outside Alabama's work zone camera program's reach.
Why Now: A Broader Work Zone Safety Push
Alabama's pilot did not appear in isolation. Federal guidance on automated speed enforcement, jointly published by the Federal Highway Administration and the National Highway Traffic Safety Administration, has for years urged states to treat these programs as a safety tool for high-risk locations like active work zones rather than a general-purpose enforcement mechanism, and to be transparent that camera placement is driven by safety data rather than revenue. Alabama's narrow scope, one designated interstate work zone at a time, with signage requirements and a hard 2028 sunset, fits that model more closely than a broad, revenue-driven rollout would.
Where Alabama's Camera Law Might Be Headed
The Work Zone Safety Act requires an interim legislative report by March 1, 2027, and the entire program sunsets on September 30, 2028 unless the legislature acts to extend it. Because the pilot has not started ticketing as of this writing, the real test of how it works in practice, including how strictly the more-than-10-mph threshold and the affirmative defenses get applied, is still ahead.

(a) When a motor vehicle is recorded operating in an active work zone at a speed that exceeds 10 miles per hour over the posted speed limit, ALEA may issue a civil traffic citation to the registered owner of the motor vehicle. (b) When a speeding violation is recorded, ALEA shall send to the owner of the motor vehicle, through U.S. mail, a notice of the civil traffic citation which was recorded by the automated photographic speed enforcement system while committing the speeding violation. The notice shall be sent not later than 30 days after the date the speeding violation is recorded, as follows: (1) If the vehicle is registered in this state, to the registered owner’s address as shown on the registration records of the Department of Revenue. (2) If the vehicle is registered in another state or country, to the registered owner’s address as shown on the motor vehicle registration records of the other state or country. (c) The notice shall contain all of the following: (1) A description of the violation alleged, including the speed at which the motor vehicle is alleged to have been operated, and the maximum speed applicable at the location.

(a) A board may approve the use of automated devices to detect school bus violations by voting at a meeting of the board to approve the adoption of an automated school bus enforcement program. The school board may elect to operate the program authorized in this chapter without the involvement of the governing body or sheriff through the utilization of a trained technician. In such case, all references in this chapter to governing body, county, or city shall apply to the school board. (b) In the alternative, if approved by a board and authorized by ordinance or resolution enacted by the governing body, the board may enter into an agreement with a contractor for the installation, operation, notice processing, administration, and maintenance of school bus automated devices on buses within the school system’s fleet whether owned or leased.
