Rental Scams in Singapore: How to Avoid Them

This is general legal information, not legal advice. Consult a qualified advocate and solicitor about your situation. Information last verified on 23 July 2026.

Rental scams are a persistent problem in Singapore, and they can cost a would-be tenant thousands of dollars before they ever get the keys. The Council for Estate Agencies (CEA) and the Singapore Police Force have both issued guidance, and the defences are straightforward, but they only work if you use them before any money changes hands. This guide sets out how the scams work and how to protect yourself.

How rental scams work

The most common pattern involves a scammer impersonating a CEA-registered property agent. The listing looks legitimate, often at an attractive price, and the scammer may even quote a real agent's name and CEA registration number to appear genuine.

What is fake is the contact behind it. The scammer typically uses a phone number that is not the registered agent's, then pressures the victim to pay a deposit or the first month's rent quickly, sometimes before any viewing, to secure the unit against supposed competing interest. Once the money is transferred, the scammer disappears.

The scale is significant. In a November 2024 advisory, the police reported that between January and October 2024, over 430 reports were filed with losses exceeding S$2.7 million involving scammers impersonating CEA-registered property agents.

Verify the agent on the CEA Public Register

Every legitimate property agent in Singapore is registered with the CEA, and the register is public. Before dealing with an agent, check them on the CEA Public Register.

The important detail is how to check. Because a scammer can copy a real agent's name and registration number, searching by name alone is not enough. The most effective check is to search the phone number the agent used to contact you. If that number is not the one registered to the agent, treat it as a warning sign, even if the name and registration number appear genuine. This phone-number check is the actual defence against impersonation.

View the property in person

The CEA advises viewing the property in person, with the registered agent, before committing to anything. A viewing confirms two things at once: that the property genuinely exists and is available, and that the person you are dealing with is really the agent they claim to be.

Be cautious of any arrangement that discourages a viewing, offers only a virtual tour as a substitute for meeting, or explains away the inability to view with urgency or a claim that the owner is overseas. A refusal to allow a normal in-person viewing is a common feature of a scam.

Pay the owner directly, by a traceable method

The CEA is explicit that all payments should be made directly to the property owner, not to the property agent, and using verifiable modes of payment.

That means paying into a verifiable account belonging to the owner, through a method that leaves a traceable record, rather than handing money to an agent or transferring to an account you cannot confirm. Be especially wary of requests to pay to a personal account, to pay in cash, or to use an irreversible transfer to an unverified recipient. If someone insists you pay the agent rather than the owner, stop and verify before paying anything.

What to do if you suspect a scam

If something feels wrong, check before you pay. You can call the ScamShield Helpline on 1799 at any time to check a suspicious situation, or use the resources at scamshield.gov.sg. If you believe a crime has been committed, you can report it to the police, including through the police hotline on 1800-255-0000.

If you have already paid, act quickly. Contact your bank to try to stop or recall the transfer, gather all the evidence, including the listing, the messages, the phone number and the payment records, and make a police report. Moving fast improves the small chance of recovering funds and helps the authorities track the scammer.

A quick checklist before you pay

Before you transfer any money for a rental, confirm the agent on the CEA Public Register by their phone number, view the property in person, and make sure any payment goes to the property owner through a traceable method. If any one of those cannot be satisfied, treat the deal with suspicion and verify further before paying. Frequently Asked Questions

How can I check if a property agent in Singapore is real?

Search the agent on the CEA Public Register. The most effective check is to search the phone number the agent contacted you from, not just the name, because a scammer can copy a real agent name and registration number while using an unregistered number.

Who should I pay when renting a property in Singapore?

The CEA advises paying the property owner directly, not the property agent, and using a verifiable, traceable method. Be wary of requests to pay an agent, to pay in cash, or to transfer to a personal or unverified account.

What should I do if I think a rental listing is a scam?

Check before you pay. Call the ScamShield Helpline on 1799 or use scamshield.gov.sg to verify a suspicious situation, and report a suspected crime to the police, including on the hotline 1800-255-0000. If you have already paid, contact your bank immediately and make a police report.

How common are rental scams in Singapore?

They are a significant problem. In a November 2024 advisory the police reported that between January and October 2024, over 430 reports were filed with losses exceeding S$2.7 million involving scammers impersonating CEA-registered property agents.

Should I pay a deposit before viewing a rental property?

No. View the property in person with the registered agent first, to confirm it exists and is available. A refusal to allow a normal in-person viewing, or pressure to pay quickly before viewing, is a common feature of a rental scam.

What is 1799?

1799 is the ScamShield Helpline, available at any time to help you check a suspicious situation. It is separate from the police hotline 1800-255-0000, which you can use to report a suspected crime.
