Vermont Traffic Camera Ticket Laws: A Pilot That Hasn't Launched, and a 2027 Ban Coming

Vermont is the one state in this batch where the honest answer to "is this legal here" changes depending on when you ask. As of August 2026, Vermont has a work-zone speed camera law on the books, and it has had one since July 1, 2025. But no camera has actually gone up, no Vermont driver has gotten a ticket under it, and the same law that authorized the pilot is written to expire on July 1, 2027, at which point a separate, much broader ban takes its place automatically. What Vermont's Work-Zone Camera Pilot Actually Authorizes

Both of those sections were added by 2024 Act 135 and have been in force since July 1, 2025. The neighboring sections, 1607 and 1608, are older law: they were added in 2013 and they govern automated license plate reader operation and data preservation, not work-zone camera ticketing. The Agency of Transportation may contract with a third party to deploy automated traffic law enforcement systems, but only in highway work zones on limited-access highways under AOT's jurisdiction, and only to catch drivers going more than 10 mph over the posted limit. Why No One Has Gotten a Ticket Yet

Vermont's law requires a human review step before a complaint can be filed: an officer or agency has to look at the recorded images and confirm a violation before the case moves forward. According to reporting on the program through late 2025, that review step has been the bottleneck. The Vermont State Police cited dozens of vacant trooper positions as the reason no agency has agreed to take on the review workload, and as a result, the pilot that became law in mid-2025 has never actually deployed a camera. Vermont's Transportation Secretary indicated the administration intended to bring amendment language to a later legislative session to address the staffing problem, though no enacted change addressing it had surfaced in the record as of this writing.

What a Ticket Would Cost, and What It Would Never Do

If and when the program starts issuing tickets, the statute lays out an escalating civil penalty, mailed by U.S. mail and adjudicated through Vermont's Judicial Bureau: no penalty for a first violation within any 12-month period (the law exempts it from Vermont's usual civil-violation surcharge), $80 for a second violation occurring at least 30 days after the first notice was mailed, and $160 for a third or subsequent violation. The registered owner of the vehicle whose rear plate was captured is the one held liable, subject to statutory defenses.

The law is explicit that none of this touches your driving record. The statute states that the owner «shall not be deemed to have committed a crime or moving violation» and that a violation «shall not be made a part of the operating record of the owner or considered for insurance purposes.» No points, no reportable conviction, no insurance consequence, by the text of the law itself.

The 2027 Countdown: How a Pilot Becomes a Ban

This is the part of Vermont's law that most coverage misses. The same 2024 act that created the work-zone pilot also wrote in its own expiration. Section 1606, along with the related Judicial Bureau jurisdiction provision at 4 V.S.A. 1102(b)(36) (numbered (b)(33) in the act as enacted, renumbered in the official compilation), is set to repeal on July 1, 2027, and the definitions section is rewritten the same day. When that repeal takes effect, a separate section, 23 V.S.A. 1609, kicks in automatically. It states plainly that «no State agency or department or any political subdivision of the State shall use automated license plate recognition systems or automated traffic law enforcement systems.» That is a total ban, reaching well beyond the narrow work-zone pilot it replaces, covering license plate readers as well as camera ticketing generally.

There was an earlier, harder deadline built into the same law: if the Agency of Transportation had failed to secure federal work-zone-pilot funding by June 30, 2025, the whole program would have repealed even sooner, on July 2, 2025. The legislature's own current compilation resolves which of those two dates controls. The official note printed above the jurisdictional provision reads «[Subdivision (b)(36) repealed effective July 1, 2027.]», fixing the repeal at the later date. The earlier July 2, 2025 trigger therefore did not fire, which means the funding condition was met.

A separate date sometimes gets confused with the repeal: Section 3(a) of the 2024 act describes a planned operating window running from July 1, 2025 to October 1, 2026. That is an internal implementation target for when the pilot was expected to be running, not a statutory sunset date, and it should not be read as the date the law expires. The real sunset, and the date that actually matters for whether cameras can operate in Vermont at all, is July 1, 2027.

Who's Liable, and What Review Happens First

The registered owner of the vehicle whose rear plate is captured in a violation image is the one held liable under Vermont's law, subject to statutory defenses set out at 1606(h). A complaint has to be dismissed with prejudice if the statute's requirements are not met. Structurally, this puts Vermont in the same owner-liability category, Model A, as most of the states that have built out full camera-ticket programs, like Washington and Virginia's speed-camera track. The difference is the mandatory human review step before a complaint can even be filed, which functions less like a due-process formality and more like the reason the program has stalled entirely: without an agency willing to do that review, no complaint can ever be generated in the first place.

What This Law Doesn't Cover

Vermont's pilot reaches only AOT-contracted, work-zone speed enforcement on limited-access highways. It says nothing about red light cameras or general speed enforcement outside a work zone, both of which remain unauthorized in Vermont. Whether Vermont separately authorizes school-bus stop-arm cameras, a category several other states carve out even where they ban or narrowly limit general traffic cameras, was not confirmed in the research for this article and should not be assumed either way.

It's also worth understanding how much broader the coming 2027 change is than the narrow pilot it replaces. Section 1609 does not just end work-zone speed cameras; by its terms it bars any Vermont state agency or political subdivision from using automated license plate recognition systems at all, not only traffic-law cameras. That makes Vermont's scheduled shift less a simple sunset of one pilot program and more a comprehensive statewide prohibition on an entire category of automated vehicle-surveillance technology, unless the legislature narrows or repeals that provision before it takes hold.

What to Watch For

Two dates matter for anyone tracking this. The first is any action in a future legislative session extending or amending the 2027 repeal date, addressing the staffing bottleneck, or narrowing the scope of the total ALPR-and-camera ban set to follow it; Vermont's Transportation Secretary has said the administration wants to bring the staffing problem back to the legislature, but no enacted fix had been confirmed as of this writing. The second is July 1, 2027 itself. Absent new legislation, that is the date Vermont's narrow camera-pilot law disappears and the state's total automated-enforcement ban takes over, and it is the single most important date on this page to re-check.
