Enhanced DBS Check: Cost, Eligibility and Self-Employed Route

An Enhanced DBS check is the highest level of criminal record check the Disclosure and Barring Service issues, adding local police information, and where the role qualifies, a check against the barred lists, on top of everything a Standard check shows. It is role-gated throughout: an employer, registered body, or, since 21 January 2026, an eligible self-employed applicant through an umbrella body must request it, and it costs £41 from 5 October 2026 (£49.50 until then).

What an Enhanced Check Shows

An Enhanced check contains everything a Standard check discloses, which is spent and unspent convictions and cautions subject to filtering, plus one thing a Standard check never includes: any information a local police force holds and considers relevant to the specific role, even where it did not lead to a conviction. This police-information layer is what distinguishes Enhanced from Standard, and it is added at the discretion of the police force handling the request, not DBS itself.

The filtering rules that decide which old, minor spent convictions and cautions are left off the certificate are the same for Standard and Enhanced checks. Enhanced With Barred List(s)

The highest DBS product, Enhanced with barred list(s), adds a check against DBS's barred lists on top of everything an ordinary Enhanced check covers. DBS maintains a children's barred list and an adults' barred list, and a person included on the relevant list must not work in "regulated activity" at all. This level is reserved for roles that meet the legal definition of regulated activity, most commonly close, ongoing, unsupervised work with children or vulnerable adults. The fee is the same £41 from 5 October 2026 (£49.50 until then) as an ordinary Enhanced check, free for genuine volunteers.

The Eligibility Gate Is Real, Not a Formality

Whether a role qualifies for an Enhanced check, with or without a barred-list check, is set by DBS's workforce eligibility guidance, specifically the Adult workforce guide, the Child workforce guide, and the "Other workforce" guide, alongside the Standard-check eligible-positions guidance. An employer or a registered body, which includes the umbrella bodies used for the self-employed route below, determines eligibility before an application proceeds. A person cannot self-declare their way into a level their role does not qualify for, and this article does not describe a workaround, because none exists lawfully.

gov.uk's own self-employed guidance illustrates the gate refusing a plausible-sounding applicant. Jason, a self-employed plumber who enters customers' homes, believed his work justified an Enhanced check with barred list(s). The umbrella body he approached told him he was not eligible for that type of check and suggested a Basic check instead. Entering people's homes alone did not, on its own, meet the regulated-activity threshold his request needed.

Two other worked examples on the same page show the opposite outcome: a self-employed maths tutor working with children was found eligible for an Enhanced check with barred list(s) in the child workforce, and a personal carer paid through direct payments was found eligible in the adult workforce. The difference in every case is the role itself, assessed against the published eligibility guidance, not what the applicant or their client would prefer.

Fee

Enhanced costs £41 from 5 October 2026 (£49.50 until then), and Enhanced with barred list(s) costs the same amount, both free for genuine volunteers. This is the DBS-side fee only. Applying as a Self-Employed Person or Personal Employee (From 21 January 2026)

Before 21 January 2026, a self-employed person could only apply for a Basic check in their own right; anyone needing an Enhanced check had to have an employing organisation apply on their behalf. From 21 January 2026, gov.uk guidance allows self-employed people and personal employees to apply for their own Enhanced or Enhanced with barred list(s) check, subject to the same eligibility gate described above.

Who this covers. A self-employed person is defined as an individual who works for themselves rather than being employed by an organisation, such as a private maths tutor working one-to-one with children in their homes. A personal employee is someone employed directly by a private individual to deliver services to them or a member of their family, such as a carer hired directly through a Personal Health Budget rather than through an agency.

How the application actually works. The route is not a self-service DBS application. gov.uk states plainly that it is down to the self-employed person or personal employee to apply for their own Enhanced check through a registered DBS umbrella body, an organisation that has registered with DBS to process applications on others' behalf. The applicant cannot ask the private individual who hires them to obtain the check instead; the private employer or parent has no role in submitting it. Applicants locate a suitable umbrella body using gov.uk's "find an umbrella body" tool, filtered for organisations that accept self-employed applications.

The exception. If a self-employed individual is contracting their services to an organisation, that organisation may still apply on the individual's behalf under its own policies. The direct umbrella-body route exists for people who have no organisation positioned to apply for them, not as a universal alternative for every self-employed person.

Cost. The DBS fee is £41 from 5 October 2026 (£49.50 until then), and gov.uk is explicit that umbrella bodies also charge their own administration fee on top of the DBS check fee. No fixed or typical admin-fee figure is published; it varies by umbrella body, and this article does not estimate one. Budget for that DBS fee plus an additional charge the umbrella body sets itself, not a flat DBS-only figure.

Eligibility still applies. Using the umbrella-body route does not waive the workforce eligibility gate described above. An applicant's role must still qualify under the same guidance any other Enhanced applicant is assessed against; Jason the plumber's refusal illustrates that a self-employed applicant can be turned down under this route exactly as an employer-sponsored applicant can.

Update Service tie-in. gov.uk suggests that self-employed people who work with multiple clients consider joining the DBS Update Service when they apply, so a single certificate can be checked online by each client instead of a new certificate being obtained every time. The Update Service works with Standard and Enhanced certificates only.

Who Receives the Certificate

DBS sends the certificate to the applicant's home address only. An employer, registered body, or umbrella body never receives a copy directly from DBS; they must ask the applicant to show them the original in person and check it is genuine before relying on it.

Enhanced checks add a police-records search stage that Basic and, to a lesser extent, Standard checks do not require, which is typically the slowest part of the process. Disputing a Certificate

A mistake on a Standard or Enhanced certificate must be reported within 3 months of the date on the certificate. There are two dispute tracks: an error in the criminal record information itself, such as a wrong or irrelevant conviction, uses the certificate dispute form, while an error in personal information, such as a misspelled name, is reported using Section A of the same form or by calling DBS customer services directly.

DBS works with the relevant police force to decide the dispute in the first instance. Only if the police do not agree there is a mistake, and only where the objection is that the information is not relevant to the position applied for or should not be included on the certificate, does the case go to the Independent Monitor for an independent review. A dispute must be raised with DBS first; there is no route that skips straight to the Independent Monitor, and the Independent Monitor does not re-investigate a factual dispute about whether an event happened, only whether disclosed information belongs on that certificate for that role.
