Speeding Fines in Singapore: Composition Sums and Demerit Points

Speeding in Singapore is enforced through the Driver Improvement Points System (DIPS). Depending on how far over the limit you were caught, the outcome is either a composition fine with demerit points, or a summons to court. This guide sets out the five bands, the composition sums for light and heavy vehicles, the enhanced penalties that took effect in 2026, and how speeding points feed into the wider demerit points regime.

The points for each band come from subsidiary legislation made under the Road Traffic Act 1961. The composition sums are set by Traffic Police administrative practice and published by the Singapore Police Force, so this guide keeps the two separate.

How speeding is penalised

When a driver is caught speeding, the Traffic Police may offer a composition fine as an alternative to prosecution. Paying the fine settles the matter without a court appearance, and the associated demerit points are recorded against the licence.

Composition is offered at the discretion of the Traffic Police; it is not a right. For the more serious speeding bands the offer is not made at all, and the case is prosecuted in court instead.

The five speeding bands (from 1 January 2026)

How far you exceeded the limit determines both the demerit points and, for the compoundable bands, the composition sum. The table below applies from 1 January 2026.

A light vehicle here means a car, motorcycle, or light goods vehicle. A heavy vehicle means a bus, trailer, or other heavy goods vehicle. The heavier the vehicle, the higher the composition sum for the same band.

The two legal bases: vehicular limit and road limit

The same points and sums apply whether you exceeded the general posted limit for the road, under section 63(4) of the Road Traffic Act, or a speed limit specific to your class of vehicle, under section 63(1). These are two different legal bases with an identical penalty table.

One wording point is worth noting. On the Traffic Police penalties table, the top band for a road speed limit offence is described as 51 to 60 km/h over, while the vehicular limit variant is described simply as more than 50 km/h. If precision matters in a specific case, check the current agency table rather than assuming both are worded identically.

Enhanced penalties in school, silver and Friendly Streets zones

From 1 January 2026, a qualifying offence committed in a school zone, silver zone, or Friendly Streets zone carries 2 additional demerit points on top of the base points for the offence. The composition fine is also raised by S$100, subject to the total fine not exceeding S$500.

This change was made by an amendment to the Driver Improvement Points System Rules (S 808/2025) and was announced on 28 May 2025. The loading is capped: a S$400 base fine plus the S$100 enhanced-zone amount reaches the S$500 ceiling, so the extra sum does not simply add without limit.

When a speeding case goes to court

Exceeding the limit by more than 40 km/h, the fourth and fifth bands, is not compounded. The case is prosecuted in court, where the penalties are decided by the court and can include a fine, imprisonment, and disqualification, depending on the circumstances.

Plain speeding should not be confused with reckless or dangerous driving, which is a separate and more serious offence under section 64 of the Road Traffic Act with its own, heavier penalty ladder. A court can also take past compounded traffic offences into account when sentencing a later offence.

How speeding affects your demerit points

Speeding points are not a one-off cost. They accumulate under the DIPS alongside points from other offences, and once enough build up within the relevant window, the licence can be suspended or, for a new driver, revoked.
