Registration to Work with Vulnerable People Tasmania: Fees and the Free Volunteer Period

Tasmania's Registration to Work with Vulnerable People (RWVP) costs $137.20 from 1 July 2026, but volunteer registrations are free from 1 January 2026 to 31 December 2027 under a temporary fee-relief measure. Paid-work registrations still cost the full fee throughout that period.

RWVP Covers More Than Children

Tasmania's Registration to Work with Vulnerable People Act 2013 defines "vulnerable person" as a child, or an adult in respect of whom a regulated activity is provided. This means RWVP is broader in scope than a children-only working with children check; it also covers work with adults receiving disability services, aged care and similar regulated activities. Tasmania's own guidance describes the scheme as covering "those working with vulnerable people, including children," confirming children are one part of a wider category rather than the whole of it. Registration is administered by the Department of Justice's Consumer, Building and Occupational Services division, and it is required for a defined set of paid and volunteer regulated activities rather than every role that happens to involve some contact with a vulnerable person; a person unsure whether their own role is a regulated activity should check CBOS's own guidance directly.

The Standing Fee, and the Temporary Free Volunteer Period

The standing RWVP fee from 1 July 2026 is $137.20 for an Employment/Volunteer registration. Separately, the Tasmanian Government is running a fee-relief measure specifically for the Volunteer registration class: for two years starting 1 January 2026, meaning the relief runs from 1 January 2026 to 31 December 2027, a volunteer registration costs $0. This relief applies to the volunteer class only. A paid-work registration continues to cost the full $137.20 throughout the relief period; the free registration is not available to someone applying for paid employment.

This measure is temporary and self-expiring. Once the relief period ends on 31 December 2027, a volunteer registration will revert to the standing fee, unless the Tasmanian Government extends or replaces the measure before then. Any description of RWVP as simply "free" without stating this expiry date, and without noting the relief covers volunteers only, is incomplete and will become wrong once the relief period lapses.

Validity

A RWVP registration is valid for a term of up to 5 years, confirmed both by section 34(1) of the Act, which sets a term "not exceeding 5 years," and by the Tasmanian Government's own renewal guidance, which states the registration "is valid for 5 years" in current published practice.

Penalty for Working Without Registration

Section 16(1) of the Act makes it an offence to engage in a regulated activity without a valid registration, carrying a maximum penalty of 200 penalty units, or imprisonment for 2 years, or both.

Spent Convictions in Tasmania

Tasmania's general approach to old convictions sits under the Annulled Convictions Act 2003, which uses the concept of "annulment" rather than "spent," functionally similar in effect but under a different statutory mechanism to the Commonwealth and most other states. Portability: RWVP Only Works in Tasmania

A Tasmanian RWVP registration is not recognised in another state or territory. Someone taking up work with vulnerable people interstate needs to apply under that jurisdiction's own scheme, whether that is a Working with Children Check, a Blue Card, or one of the other schemes covered on the Working with Children Check across Australia page. National reform toward mutual recognition of negative notices between jurisdictions is underway following a November 2025 intergovernmental agreement, but that step is narrower than portability of a positive registration, and no jurisdiction, including Tasmania, has implemented full portability as at the date this article was verified.

Employer Obligations and Ongoing Monitoring

An organisation engaging someone for a regulated activity in Tasmania should confirm the person holds a current, valid RWVP registration before they start, rather than relying on an expired or surrendered registration. Because criminal record is treated as sensitive information under the Commonwealth Privacy Act, an employer collecting or verifying registration information still needs the individual's consent and a genuine link between the collection and the role, consistent with the framework described on criminal record and employment rights in Australia. How RWVP Differs From a Standard Police Check

RWVP registration is a different product from an ordinary national police check, not a rebranded version of it. It assesses an applicant against a dataset assembled for screening work with vulnerable people and results in a registration decision, rather than simply a list of convictions for an organisation to interpret itself. A person who already holds a clean national police check should not assume it satisfies Tasmania's RWVP requirement; the two are assessed under different legislation for different purposes.
