Netherlands E-Step Laws: RDW Approval, Kenteken, Insurance (2026)

Are e-scooters legal in the Netherlands?

The Netherlands is one of the world's most cycle-friendly countries, but that reputation is misleading when it comes to e-steps. Contrary to what many riders assume, the Netherlands is one of the stricter countries in Europe on this specific vehicle. Most e-steps sold in ordinary shops cannot legally be ridden on any public road, cycle path, or pavement.

The reason is classification. Dutch law does not treat a standing, throttle-only e-step like a bicycle. It places the vehicle in a narrow category that needs individual government approval before it may be used in public space at all. A pedal-assist e-step, one built and used like an electric bicycle, falls under ordinary e-bike rules instead and is not the subject of this page.

The legal position

Why most e-steps are not street-legal in the Netherlands

Dutch law defines a standing electric step as a bijzondere bromfiets (special moped), a specific sub-type of bromfiets set out in the Regeling voertuigen. That regulation's definitions section defines a bijzondere bromfiets by cross-reference to artikel 1, eerste lid, onderdeel e, onder d, of the Wegenverkeerswet 1994 (WVW), the same definitional slot used for the related snorfiets road-position rules described below.

That classification carries a consequence that surprises many riders and importers. The Dutch government states plainly that most of the e-steps on offer in shops are not approved, and an unapproved model cannot use the openbare weg (public road) in any of its forms, including the cycle path and the pavement. In practice, a large share of the e-steps sold in Dutch shops and online are not legal to ride anywhere outside private land, regardless of how they are used.

RDW type approval and the kenteken (plate) requirement

Only models that have received type approval from the RDW (Rijksdienst voor het Wegverkeer, the national vehicle authority) may be used on public roads at all. The RDW maintains the list of approved models. Press reporting has put the approved list at roughly 17 models, though that figure comes from a secondary source and should be treated as directional rather than an exact current count.

An approved e-step also needs its own kenteken, a registration plate, on a two-stage timeline. Models newly approved from 1 July 2025 onward have needed a plate from that date. Owners of models approved before 1 July 2025 had until 1 July 2026, a deadline that has already passed as of this page's verification date, to register online for around 18 euros.

After that date, registering an older approved model requires an in-person RDW inspection, at a reported cost of roughly 116.55 to 116.65 euros (press sources give slightly different figures for this fee, so treat it as approximate). The plates themselves are blue, a compact 10 by 12 centimetres, and start with a prominent E so police can visually distinguish an approved, registered e-step from an unapproved one at a glance.

Insurance: the WA-verzekering requirement

Since 1 July 2025, an RDW-approved e-step must also carry third-party liability insurance, a WA-verzekering (Wettelijke Aansprakelijkheidsverzekering), the same category of compulsory cover that applies to mopeds and cars. The exact WAM article establishing this duty was not independently confirmed for this page, but the existence of the obligation itself is corroborated by both the national government's own guidance and by ANWB, the Dutch motorists' association, so it should be treated as solid. Riding an approved e-step without valid WA insurance is treated, in practice, the same as driving any other uninsured motor vehicle. Riding an unapproved e-step in public carries the same practical consequence, since an unapproved model cannot be insured or plated at all.

Age, licence, and helmet rules

The minimum age to ride a bijzondere bromfiets is 16. That floor was set by a 2020 reform to the Reglement rijbewijzen, prompted by safety concerns following the Stint incidents, and it predates the 2025-2026 plate and insurance changes described above by five years. No driving licence is required for this vehicle category. Artikel 107 of the Wegenverkeerswet 1994 exempts drivers of this specific vehicle sub-type from the Act's ordinary driving-licence chapter.

A helmet is explicitly not required. Artikel 60, lid 2, onderdeel a, of the RVV 1990 exempts the driver and any passenger of this vehicle sub-type from the general helmet duty that otherwise applies to bromfiets and snorfiets riders. The general speed limit for the category is 25 km/h.

Where an approved e-step may be ridden

An approved, plated, and insured e-step is legally treated as a snorfiets for road-position purposes, the same classification used for low-speed mopeds. Artikel 3 of the RVV 1990 applies the ordinary bicycle rules to snorfiets riders in place of full moped rules, and artikel 4, lid 1 and 2, requires use of the mandatory fietspad or fiets-bromfietspad (cycle path) where one exists, with the roadway available only where no cycle path is provided.

Riding on the pavement (trottoir or voetpad) is generally forbidden. RVV artikel 4, lid 5 and 6, carves out a narrow exception for riders aged 16 and over who hold a gehandicaptenparkeerkaart (disability parking card) or an equivalent designated card, who may use the pavement at a reduced speed limit of 6 km/h. There is no broader public allowance to ride on the pavement outside that specific exception.

None of the above changes the underlying point. An unapproved e-step cannot lawfully use the road, the cycle path, or the pavement. The approval and plate requirement is a gate that must be cleared before any of these road-position rules become relevant at all.

Rental e-steps: no established market

Unlike e-bike sharing schemes such as Felyx and GO Sharing, which operate widely in Dutch cities, there is no established e-step rental or sharing market in the Netherlands. Multiple sources attribute this directly to the same legal complexity described above. Without a fleet-scale approved model, plate, and insurance arrangement in place, an operator cannot run a compliant sharing scheme at scale. Some pilot interest has been reported in the press, but this page could not independently confirm any specific rental pilot currently operating in a Dutch city, under what legal cover, or with which operator, as of the verification date, so no such pilot is named here.

The pending LEV-kader: a separate, still-uncommenced framework

A broader nationaal kader Lichte Elektrische Voertuigen (LEV-kader, national framework for light electric vehicles) is sometimes described as the reform behind today's e-step rules. That is not accurate. The LEV-kader is a separate, still-pending initiative aimed primarily at vehicles such as e-cargo bikes and other light delivery vehicles, reportedly expected to take effect around 2027, with industry pushback reported in mid-2026 calling for parts of it to be scrapped.

Whether the LEV-kader will eventually absorb the bijzondere-bromfiets e-step regime described on this page, or remain a separate track for other vehicle types, has not been confirmed from a primary government source. Readers should not treat a 2027 date, or a merger of the two regimes, as settled.

Enforcement in practice

The section above is the legal position. This section is limited to what has actually been documented about enforcement, and none of it changes what is legal or amounts to permission to ride an unapproved e-step in public.

Press and consumer-advice reporting, drawing on RDW data, describes three penalty figures for e-step offences. These come from secondary sources rather than a directly confirmed CJIB or OM tariff table, so treat the exact amounts as reported rather than as a verified statutory schedule.

An analysis by Overstappen.nl, using RDW data and reported through regional outlet eemskrant.nl, found that a year after the kenteken requirement took effect, a substantial share of e-steps in use were still unapproved or unregistered, a finding attributed in that reporting to industry commentator Nick Brendel. That is a single analysis, not an official enforcement statistic, and this page did not locate any published police data on citations issued or devices seized specifically for e-step offences. Readers should not treat that finding as an official figure, only as the conclusion of one press analysis.

The Netherlands compared with other countries
