The North Carolina Wildlife Resources Commission (WRC) handles vessel titling and registration, not the NCDMV. Vessels 14 ft or greater and all personal watercraft must be titled when registered, using Form VL-1 (Vessel Registration & Title Application). For a non-titled vessel purchased from an individual the WRC requires a NOTARIZED bill of sale as proof of ownership; it must include the registration number, the 12-digit Hull Identification Number (HIN), a vessel description, the names of seller(s) and purchaser(s), and notarization of the seller's signature(s). The WRC also publishes an optional sample 'Bill of Sale for a Vessel' form.
