New Jersey Motorcycle Requirements
New Jersey does not strictly require a separate motorcycle bill of sale to title, but one is strongly recommended as proof of the sale. Notarization is not required for a New Jersey motorcycle bill of sale.
Federal law (49 CFR Part 580) requires the transferor to disclose the vehicle's odometer reading at transfer of ownership. Under the 2021 rule change, the disclosure requirement now runs for 20 years for model-year 2011 and later vehicles (a vehicle becomes exempt only when transferred 20+ years after January 1 of its designated model year). NJ incorporates this: the seller must provide an accurate odometer reading at the time of sale, and in a NJ private sale the mileage is recorded on the assigned title (and on any bill of sale used). If the reading is known to be inaccurate, the seller must note that the actual mileage differs and is unknown/an estimate.
