Flock Camera Map: Which Cities Use Flock License Plate Readers
Flock Safety sells automated license plate reader (ALPR) cameras to police departments, cities and counties across the country. This map shows the agencies whose Flock decision appears in a public record we opened and checked: a council vote, a contract, a police policy, an official announcement or, where no official record could be reached, a news report of record. Tap a dot to see the record, its date and a direct quote.
This map shows agencies, not camera locations. A city that is not on the map has not been assessed; it does not mean the city has no license plate readers.

How this map was built
Each dot is one agency, placed at its city or county seat. A dot appears only when a researcher opened a public record about that agency’s Flock decision and copied a direct quote from it, and a second, independent reviewer then re-opened the same record and confirmed the quote, the status and the date.
We look for official records first: council agendas, staff reports and minutes, contracts, police department policies and official announcements. When the official record could not be reached, a dot may rest on a report from an established local news outlet; the card labels those as news reports so you can weigh them.
We do not use crowd-sourced maps of individual cameras, social media posts or user submissions. Those can be useful to residents, but we cannot verify them, so they are not on this map.

What each status means
A status describes what the record says on its date. Cities change course: a council can approve Flock one year and end the contract the next. Where we found a later record, the dot shows the later status.
The mix of dots is not a sample of all Flock customers. Pauses, cancellations and votes create more public records and news coverage than a contract quietly running, so ended and paused decisions are over-represented here compared with agencies that simply keep using Flock.
- In use: A record shows the system operating: an agency policy naming Flock, a use report or audit, or an official statement that the cameras are running.
- Approved: The governing body approved or renewed a Flock agreement or purchase. Approval does not by itself show when or where cameras were installed.
- Paused or turned off: The agency or council suspended use, turned the cameras off or covered them, without a record yet that the contract ended.
- Ended: A record shows the contract was terminated or not renewed, or that the cameras were removed or replaced.
- Declined: A proposed Flock contract or purchase was voted down or withdrawn before installation.
How to find out if your city uses Flock
Most Flock deployments start with a public decision, so the paper trail usually exists even when camera locations are not published.
- Search your city or county council’s agenda portal (often Legistar, Granicus or CivicClerk) for “Flock” or “license plate reader”. Purchases and renewals usually go through a consent agenda with a staff report.
- Check the police department’s website for an ALPR policy, an annual ALPR report or a Flock transparency portal. Some states require a written policy or a public report.
- File a public records request with the agency for its Flock contract, policy and audit logs. Whether camera locations must be released depends on your state’s public records law and its exemptions.

- Coverage is partial. Flock reports thousands of agency customers; this map shows only those whose decision we could document from a public record.
- The mix of dots is not a sample of all Flock customers. Pauses, cancellations and votes create more public records and news coverage than a contract quietly running, so ended and paused decisions are over-represented here compared with agencies that simply keep using Flock.
- A status can go out of date after its record date. Check the linked record and the agency’s current materials before relying on it.
- Dots mark the agency’s city or county seat, not where any camera is. Agencies also share data with other agencies, so a camera network can reach beyond the city that bought it.
- Nothing here says whether a particular deployment is lawful. That depends on the state statute, local rules, the agency’s policy and how the data is used.
This map provides general information from public records. It is not legal advice and does not assess whether any agency’s use of license plate readers is lawful.
Frequently Asked Questions
Does this map show where Flock cameras are?
No. It shows which agencies have a documented decision about Flock, placed at the agency’s city or county seat. Individual camera locations are rarely published in the records we use, and we do not copy crowd-sourced camera maps because we cannot verify them.
My city is not on the map. Does that mean it has no Flock cameras?
No. A missing city has not been assessed yet. Use the steps in “How to find out if your city uses Flock” to check your council records and police policies.
Why have some cities ended or paused their Flock contracts?
The reasons are in each city’s own record, and they vary: concerns about data sharing with other agencies, including federal agencies, budget decisions, audit findings, lawsuits and switching to another vendor. Open the linked record for the reason that city gave.
Are Flock cameras legal?
That depends on the state. Some states have statutes on license plate reader use, retention and sharing; others have none specific to ALPR. Our guide to whether Flock cameras are legal and the state-by-state comparison linked from this page cover the rules and the court decisions.
Why do some dots rest on news reports?
Some city websites block automated access or do not post the underlying record. When we could not open an official record, we used a report from an established local outlet and labeled it as a news report. We replace those with official records as we find them.
How often is the map updated?
Each card shows the date its record was last checked. We re-check records and add agencies in batches; the date at the top of the page shows the most recent check.
