- Louisiana is a mandatory-notary state: the seller's signature on the vehicle title assignment and/or the bill of sale/invoice must be executed before (and sealed by) a notary public. The OMV requires the current title to be 'assigned before a notary by seller to purchaser' or an original notarized bill of sale/invoice.
- A separate bill of sale is not required if the actual selling price (consideration) is stated on the notarized title assignment; otherwise an original notarized bill of sale or invoice describing the vehicle and price is required.
- An authorized agent of a federally insured financial institution may witness the assignment instead of a notary only when the seller is present AND a lien is being recorded at the time ownership is transferred.
- The OMV/DPS publishes an official 'Bill of Sale of a Movable' form (Louisiana parish/notarial-act format with an acknowledgment block); titling also uses the Vehicle Application (Form DPSMV 1799).
